Description
NASA/GSFC intends to issue a Request for Proposal on a sole source basis to NVI, Inc.for continuation of the Very Long Baseline Interferometry (VLBI) Support Services The follow-on contract will provide a continuation of the scientific research, development, and products provided by NVI, Inc. for the Planetary Geodynamics Laboratory (PGL). NVI, Inc. supports the PGL in maintaining and advancing the VLBI technique as part of NASA's Space Geodesy Program, including coordination, data analysis, data acquisition, development and international science service. NVI, Inc. will coordinate VLBI experiments, including requesting and scheduling of observing and correlating resources, generation and distribution of observing schedules and procedures and retrieval of observing logs. The contractor will and develop, implement, document, and maintain Field System software and procedures associated with Mark III, Mark IV, VLBA, Mark 5, Mark 6, K4/K5 and VGOS data acquisition operations at field stations. The contractor will also implement and help maintain VLBI stations by providing logistical support, preparation of standard and custom software, travel, verification of readiness, training, trouble-shooting, and assistance in data acquisition. The contractor will prepare experiments for correlation and the processing of correlator output into data bases suitable for geodetic/astrometric analysis. NVI will analyze and monitor station, correlator, and source performance. This procurement action is being negotiated on a sole source basis. The statutory authority permitting other than full and open completion is 10 U.S.C. 2304(c) (1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1 Only One Responsible Source. A sole-source contract is necessary to ensure program continuity and critical mission support, and to avoid significant technical impacts to NASA GSFC's programs. NVI, Inc. is uniquely qualified and has the requisite skills, expertise and experience necessary to successfully continue the VLBI effort in the PGL, in order to provide continuous monitoring of the world environment. NVI possesses the capability of providing ongoing technical support without interruption of service or quality of support. The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on September 9, 2016 Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
