The Federal Aviation Administration (FAA), Mike Monroney Aeronautical Center (MMAC), Oklahoma City, Oklahoma, contemplates issuing a single source purchase order to Data Comm for Business, Inc. to obtain 100 PTT-24 lockout devices and supporting equipment components, to inhibit the keying of a radio transmitter during a communications system failure. These devices are required to enable mod kits to be fully developed for the System Support Modification (SSM) release in FY17. This device is used with multiple E&M circuits linked to radios and solves the problem of radio transmitters being locked into a transmit ON state when a T1 circuit fails and goes into a busy condition. The PTT lockout device enables Air Traffic personnel to use backup radios during the telecommunication equipment outages. Additional requirements for this device are as follows: Dual power inputs for -48VDC Able to lockout push-to-talk (PTT signal / E lead) for all 24 channels on a T1 with single E lead channel input Have alarm input (dry contact closure) to externally activate the push-to-talk lockout function. Rack mountable unit for standard 19 rack Provide switch to enable selection of push-to-talk channel used as a trigger to activate the device The FAA intends to solicit and negotiate only with Data Comm for Business, Inc. as they are determined to be the only provider of the PTT-24 Port Push to Talk Lockout Panels with total proprietary ownership to all manufacturing, technical, and maintenance data. The North American Industry Classification System (NAICS) is 334220, with a size standard of 1,250 employees. The Contractor must furnish all labor, tools, parts, software/hardware/firmware, expendable and consumable items, and other technical and administrative support as necessary to provide the PTT-24 Port Push to Talk Lockout Panels. The responses to this market survey will be used for informational purposes only. This is not a screening information request or request for quote of any kind. The FAA is not seeking or accepting quotes at this time. The FAA will not pay for any information received or costs incurred in preparing the response to the market survey. Therefore any cost associated with the market survey submission is solely at the interested vendor s expense. The purpose of this market survey is to encourage statements of interest and capabilities from small businesses, service-disabled veteran-owned small businesses and 8(a) certified firms, capable of meeting the requirement as described above. This market survey is also being conducted in order to obtain the information necessary to determine whether adequate competition exists among small businesses, service-disabled veteran-owned small businesses or 8(a) certified firms. Interested firms are required to submit the attached Business Declaration form and a copy of their SBA 8(a) certification letter, if applicable. In order to make this determination the FAA requires the following from interested vendors: 1. Capability Statement - This document should identify: - Type of services and products provided by your firm - Number of years in business 2. Clearly state whether you can meet all PTT-24 Push To Talk Lockout Device requirements specified above. 3. Submit documentation verifying distribution rights Data Comm for Business, Inc. products All responses to this market survey should be received by 2:00 p.m. Central (Oklahoma) Time, Friday, Sept 02, 201. The FAA prefers that all submittals, including attachments, be submitted electronically to the Contracting Officer using the following email address: Kathleen.D.Islas@faa.gov.
