- In accordance with the FAA Acquisition Management System 3.2.2.4, this announcement is to inform all interested parties of the FAA's decision to contract via single-source procedures. The FAA intends to award a purchase order to Sunhillo Corporation for the procurement of a RICI 5000 Gateway and three RICI 5000 conversion devices, along with rack mounting supplies. This is a single purchase to be procured on or about September 16, 2016 and will have a price of $21,500. As the telecommunications industry migrates from Time Division Multiplexed (TDM) telecom services to Ethernet based Internet Protocol (IP) network services, the FAA is working with many of its Air Traffic Control (ATC) systems to find solutions that convert its legacy TDM interfaces to IP/Ethernet interfaces. As such, the FAA is prototyping IP conversion solutions for TDM services between its Terminal Doppler Weather Radar (TDWR) to the Integrated Terminal Weather System (ITWS) and the Remote Maintenance Logging System (RMLS). The RICI 5000 Gateway is the only COTS device that provides RMLS protocol encapsulation over IP using Common Messaging Handling Protocol (CMHP) which is used by the RMLS directly. The serial to IP function provided by the RICI 5000 conversion device has already been prototyped using other manufacturer products. Since this is a prototyping effort, the FAA is not bound to use these or any other products for any type of a larger procurement related to this application. A competitive solicitation is not available for this procurement.
