Description
Intent to Sole Source: Pursuant to the authority of FAR 13.106-1(b)(1)(i), the Contracting Officer may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source is reasonably available. The Department of Health and Human Services (DHHS), Program Support Center (PSC), Acquisition Management Services (AMS) on behalf of Assistant Secretary for Planning and Evaluation (ASPE) intends to sole source to: Linda Mellgren 245 11th Street, SE Washington, DC 20003 The purpose of this professional services contract is to obtain expert research consultation from Linda Mellgren, a nationally recognized leader in research and policy around justice-involved people's health and human service needs and in child support enforcement research and policy. The Office of the Assistant Secretary for Planning and Evaluation has the need to provide transitional support to newly assigned staff on the role of linking policy, research, and practice in child support, healthy marriage and responsible fatherhood, and incarceration/reentry. Having previously served in the policy analyst role developing these portfolios and forging these linkages for ASPE, Linda is uniquely qualified to provide this research support. The contractor shall work with ASPE to map out new areas of policy research in the intersections of key portfolios of Child Support, Incarceration and Reentry, Medicaid, and Healthy Marriage/ Responsible Fatherhood. The contractor shall provide expert advice and support to federal staff in reviewing and commenting on intramural and extramural research products and other documents as requested by the COR. The contractor shall also provide expert advice and recommendations on issues in these areas on an as-needed basis in order to respond to leadership needs for ongoing expert consultation in these portfolios. This is not a solicitation for competitive proposal. No solicitation document is available. All responsible sources that have determined that they can provide the same services may submit product information and a capabilities statement addressing their specific abilities regarding this requirement.
