DRAFT PERFORMANCE WORK STATEMENT (PWS) FOR TAIWAN JOINT TRAINING MANAGEMENT SYSTEM (TJTMS) SUPPORT 25 August 2016 Prepared by: U.S. Army Program Executive Office, Simulation, Training and Instrumentation (PEO STRI) 12350 Research Parkway Orlando, FL 32826-3275 1.0 SCOPE. This Performance Work Statement (PWS) defines the effort required to provide technical support in the operations and sustainment of the Taiwan Joint Training Management System (TJTMS) for the Taiwan Armed Forces. 1.1 Background. On 17 January 2007, the Taiwan Minister of National Defense ordered the implementation of the TJTMS as a web enabled joint training management tool to support Taiwan's evolving joint training program. The development of the TJTMS was completed in July 2011. Foreign Military Sales (FMS) Case TW-B-ZAC was developed and implemented to provide operation and sustainment of the TJTMS in support of the Taiwan Armed Forces Joint Exercise Training Center (JETC) from November of 2011 to May of 2017. This PWS describes the requirements in support of a new FMS Case TW-B-ZBZ. FMS Case TW-B-ZBZ continues the operations and sustainment of the TJTMS with some modification to TJTMS related exercise and planning support for Taiwan's annual HK exercises and eliminates Joint training instruction requirements. 1.2 Performance Work Statement. This PWS describes a performance work environment in terms of "what" the required outputs are rather than "how" to perform the work. The Contractor is encouraged to strive for constant improvement and innovation in the performance of this contract as long as the performance objectives are being achieved at the desired levels of performance. Successfully identifying and applying best business and scientific practices can reduce business expenses and improve customer satisfaction. The Contractor is required to manage the quality of the services delivered using their internal management structure. This PWS attempts to create a Government to Contractor relationship that promotes achievement of mutually beneficial goals in a partnering environment. The success of this contract is dependent upon free and open communication between the Government and the Contractor. The ultimate goal of this PWS is for the service provider to establish a quality customer-focused multifunctional team meeting the needs of PEO STRI and the customer. 2.0 APPLICABLE DOCUMENTS. TJMTS User's Manual 3.0 REQUIREMENTS. 3.1 The Contractor shall provide maintenance of the TJTMS web tool and joint exercise supporting tools and support to the Taiwan Joint Exercise Training Center (JETC). 3.2 The Contractor shall provide TJTMS Specialists with appropriate knowledge and experience working with the Taiwan Armed Forces. These Specialists shall provide 8 hours of daily support 5 days a week at the JETC. Historically three (3) to four (4) Specialists has been performing this support. The JETC support shall include the maintenance of targets and functions consisting of the following: 3.2.1 The TJTMS and other Joint exercises supports tools. The TJTMS web tool includes the following: • Joint Mission Essential Task List • Training Objectives • Exercise design and planning • Scenario event list management • Task performance observation and analysis • Training proficiency evaluation The Joint Exercise support tools include: • Emulated Common Operating Picture (COP). • Post Game Replay Program. • Game Reporting Program. • Emulated C2PC (Overlap Function). • Logistics Data Query. 3.3 The Contractor shall monitor and test the TJTMS web tool to maintain its' operational capability and execute exercise events to include Field Training Exercises (FTXs) and Command Post Exercises (CPXs). These events can typically require 24 hour operational capability in preparation of and for the duration of the event. 3.4 The Contractor shall maintain operational capability, monitoring the TJTMS (system) daily, conducting systems functions checks weekly and provided monthly test reports. 3.5 The Contractor shall recommend functional improvement of the tools through the collection and analysis of user feedback. 3.6 The Contractor shall provide TJTMS web and Joint exercise support tool configuration management. 3.7 The Contractor shall maintain web tool system backup data in exercise and non-exercise periods. During non-exercise periods the contractor shall conduct system backup, provide systems records and a weekly working report. During exercise periods the contractor shall conduct system backup on an hourly basis and provide reports and recommendations. 3.8 The Contractor shall provide (TJTMS) web tool system recovery processes. During non-exercise periods the TJTMS Tool shall be successfully recovered in four (4) hours and the Contractor shall provide a recovery report within one (1) week. 3.9 The Contractor shall assist Taiwan in the maintenance of Taiwan's joint training doctrine, including the: • Joint Training Policy. • Joint Training Manual. • Joint Training Plan. • Universal Joint Task List (UJTL). • Joint Tactical Task List (JTTL). • Joint Training System Primer. 3.10 The Contractor shall recommend updates to the Taiwan joint training doctrine based on changes to U.S. Joint training doctrine and changes in the Taiwan Ministry of National Defense (MND) requirements. Taiwan MND subject matter experts shall assist in facilitating necessary updates for Taiwan MND approval. 3.11 The Contractor shall assist in the development of UJTL and JTTL tasks. 3.12 The Contractor shall provide for translation of curriculum documents and other related documents into the Chinese language. 4.0 DELIVERABLES. 4.1 Management. The Contractor shall provide the overall management and administrative effort necessary to ensure that the requirements of this PWS are accomplished. The Contractor shall define and monitor metrics and performance measures to evaluate accomplishment of contract requirements and objectives. The Contractor shall prepare, implement and maintain a cost, technical and schedule risk management process which includes risk detection and identification, corrective action, tracking of compliance, reporting of status and planning for risk abatement. The Contractor shall provide the Government with the monthly Contractor's Progress, Status and Management Reports during the project period of performance. The Contractor shall prepare and submit the monthly reports per CDRL DI-MGMT-80227 referenced in Exhibit A of the contract. 4.2 Financial Management. The Contractor shall plan, budget, schedule and control the resources allocated to meet the requirements of the PWS. The Contractor shall document and track the status of all appropriated funds associated with the contract to include payments, cancellations and invoices against the cost reimbursable contract line item and sub-line item. The Contractor shall prepare and submit the financial management data and included it in the monthly submission of CDRL DI-MGMT-80227 referenced in 4.1 above. 5.0 NON-PERSONAL SERVICES - Contractor employees performing services under this contract shall be controlled, directed, and supervised at all times by management personnel of the Contractor. Contractor management shall ensure that employees properly comply with the performance work standards outlined in the PWS. Contractor employees shall perform their duties independent of and without the supervision of any Government official. The tasks, duties and responsibilities set forth in the contract may not be interpreted or implemented in any manner that results in any Contractor employee creating or modifying Federal policy, obligating the appropriated funds of the United States Government, overseeing the work of Federal employees, providing direct personal services to any Federal employee, or otherwise violating the prohibitions set forth in Parts 7.5 and 37.1 of the Federal Acquisition Regulation (FAR). The Government will control access to the facility and will perform the inspection and acceptance of the completed work. 6.0 PERSONNEL QUALIFICATIONS - The Contractor shall be responsible for employing technically qualified personnel to perform the work specified in this PWS. The Contractor shall maintain the personnel, organization, and administrative control necessary to ensure that the work delivered meets the contract specifications and requirements. The work history of each Contractor employee must contain experience directly related to the task and functions he/she is intended to perform under this contract. 7.0 TRAVEL - The Contractor shall be required to perform temporary duty (TDY) in Taiwan for up to six (6) trips; four (4) trips for conferences and other events for 5 days plus travel days and two (2) trips for Command Post Exercise (CPX) and Field Training Exercise (FTX) for up to 2 weeks. These trips, other than the CPX and FTX are for participating in Initial Mid and Final Planning conferences and related training works shops. This includes participation (on an annual basis) in, with a tentative schedule of: • Initial Planning Conference • Training Objectives Workshop • Final Planning Conference • Command Post Exercise (CPX) • Field Training Exercise (FTX) • Hon Kuong (HK) exercises or Taiwan Humanitarian Assistance/Disaster Response Related event. The Contractor shall submit all travel requests and security clearance information to the Contracting Officer's Representative (COR) for approval, at least two weeks prior to the date that required travel is to begin. In case of mission urgencies, travel requirements shall be coordinated with the COR by e-mail, telephone or fax as necessary. Travel costs will be considered reasonable and allowable only to the extent that they do not exceed on a daily basis, the maximum per diem rates in effect at the time of the travel. The Joint Travel Regulations (JTR), while not wholly applicable to Contractors, shall provide the basis for the determination as to what is reasonable and allowable. Maximum use is to be made of the lowest available customary standard coach or equivalent airfare accommodations available during normal business hours. 8.0 QUALITY ASSURANCE SURVEILLANCE PLAN (QASP) - The Quality Assurance Surveillance Plan (QASP) provides a systematic method to evaluate performance for the stated contract. The QASP explains the following: what will be monitored; how monitoring will take place; who will conduct the monitoring and results will be documented. The QASP is created with the premise that the Contractor is responsible for management and quality control actions to meet the terms of the contract. 9.0 SECURITY - Contractor personnel shall have SECRET clearances. Contractor personnel shall require access to Secret Information and below. Administrative duties performed by the Contractor will not routinely require a clearance but may require an access for Information Technology (IT) sensitive duties. The Contractor shall provide security to a level necessary to meet the requirements of the tasks requested. Contractor's work effort shall not be above a classification of "SECRET". See DD-Form 254 Department of Defense Contract Security Classification Specification. 10.0 PRIVACY ACT - All information obtained, generated or maintained by the Contractor or their Sub Contractors under this contract will be will be the property of the U. S. Government and subject to subject to the requirements of the Privacy Act of 1974 as amended. The Contractor shall not disclose or release the content of any government software, procedures or information provided to the Contractor to other than Government authorized persons or activities. 11.0 SPECIAL INSTRUCTIONS - No data provided to/developed by the Contractor shall be used for any purpose other than this contract. All information (data files and hard copy) becomes the property of the Government and the Contractor shall return them to the United States Pacific Command (USPACOM) at the completion of the task. 12.0 PERIOD OF PERFORMANCE: Contract Base Year/Period: XX May 2017 to XX May 2018 Contract Option 1 Period: XX May 2018 to XX May 2019 Contract Option 2 Period: XX May 2019 to XX May 2020 Contract Option 3 Period: XX May 2020 to XX May 2021 Contract Option 4 Period: XX May 2021 to XX November 2021 (6 months) DRAFT
