- Amendment 0003: The purpose of this amendment is to acknowledge that the Data Flow Diagram cannot be saw as an attachments in the FED Bizz Opps, therefore if any contractor require the Data Flow Diagram needs to contact the POC Mr. Carlos Vidro, email carlos.vidro-martinez@dla.mil Amendment 002: The purpose to issue this amendment is to add the following questions with the answers: Questions: 1. Attachment B states: "Attached is a simple diagram that depicts both the mobile and fixed requirement. Also attached is a spreadsheet that contains the list of geographical locations where the existing devices are deployed. " Question: Can the government provide the diagram and spreadsheet depicting the existing locations? 2. Are the mobile handheld devices required to automatically read the meter readings or will the users manually type in this information? Answers: 1. See the attached documents that have the flow diagram & the location of the fixed site. The mobile are mobile not attached to a site. 2. The mobile device can read the meter via Optical Character Recognition (OCR) recognition or the user can manually input the quantity into the device. Amendment 0001. The purpose of this amendment is to change the Point of Contact to Carlos Vidro-Martinez. All responses to this amendment should be sent to Carlos at carlos.vidro-martinez@dla.mil on or prior to September 6, 2016 @ 4:00 p.m. EST. *********** This Request for Information (RFI) is issued to support market research objectives to identify sources capable of performance in accordance with the draft Performance Work Statement (PWS) and solicit industry inputs to improve the PWS and identify, fix or resolve any barriers to efficient and effective acquisition as it relates to a draft PWS requirement. The Government does not intend to award a contract on the basis of this RFI or reimburse any costs associated with the preparation of responses to this RFI. This RFI is issued solely for information and planning purposes and does not constitute a solicitation. All information received in response to this RFI marked Proprietary will be handled accordingly. Responses to the RFI will not be returned. In accordance with FAR 15.201(e), responses to this RFI are not offers and cannot be accepted by the Government to form a binding contract. A response to this RFI is necessary to assist the Government in determining the potential levels of interest, adequate competition, market maturity and technical capabilities within the Large and Small Business Communities to provide the required capabilities. THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes - it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. Further, DLA is not at this time seeking proposals and will not accept unsolicited proposals. Respondees are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party's expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. If a solicitation is released, it will be synopsized on the Federal Business Opportunities (FedBizOpps) website. It is the responsibility of the potential offerors to monitor these sites for additional information pertaining to this requirement. Enterprise Point of Sale Device (EPoSD): DLA Energy has the worldwide mission to provide petroleum and related support to US military forces and eligible Federal Civilians, State and Local Governments, Foreign Governments and Government contractors. This support includes fuel sold at aviation flight lines, fixed and mobile gas dispensers for vehicles and other ground support equipment, fuel sold to vessels both at sea and in port and fuel deliveries to fixed installations. DLA Energy needs to accurately capture this sales data and process it through its enterprise system in a timely manner. DLA Energy requires an electronic Point of Sale (EPoS) turn-key solution for capturing military fleet management fuel retail transactions at unattended military service stations, mobile ground fuel transactions and capturing aviation fuel transactions for mobile airfield/flight line operations that meets the current standards for Information Assurance and Audit Readiness. The solution has a Department of Defense Risk Management Framework categorization in accordance with Committee on National Security Systems Instruction (CNSSI) 1253, and Federal Information Processing Standards (FIPS) 199 Standards for Security Categorization of Federal Information Systems, and implements a corresponding set of security controls from NIST SP 800-53 r4. The Government will consider procurement of mobile devices separately from the hardware required at fixed sites. The Government will consider a turn-key solution. For this project, turn-key is defined as complete implementation to include physical site preparation, electrical wiring and full implementation and installation of the solution to include required interfaces. DLA Energy has a system requirement to identify an EPoS device with these capabilities: See the attached document for additional information.
