- Sole Source Intent: The United States Army Mission and Installation Contracting Command - Yuma Proving Ground (MICC-YPG), intends to negotiate a Firm-Fixed-Price (FFP) contract on a sole source basis with Mallory Engineering, Inc., 787 S. 950W., Woods Cross, UTAH 84087 -2079. The requirement will require installation of the Windows 10 Operating System along with LabView RT application program. To include upgrades of the Temperature Control Units (TCU) to be compatible with Windows 10 OS at the United States Army Proving Ground (USAYPG), AZ 85365-9498. Mallory Engineering is the original manufacturer of the loose cargo and climatic test chambers to be upgraded. Mallory Engineering wrote the custom software that interfaces all the sensors, controllers and hardware together. Mallory Engineering is most familiar with the work and effort required to carry out this upgrade on these custom loose cargo tables and chambers. Mallory has the knowledge and expertise to perform this upgrade. Any other company not familiar with these custom designed systems will have to spend time reverse engineering the equipment to understand the controls and system operations prior to performing the upgrade, resulting in added time, effort, and cost. The software development tool used by Mallory is LabVIEW. This is a well-established program widely used in industrial applications involving control feedback systems where sensors and hardware are involved. Since, LabView is a development program that is applicable in many different situations, it still requires a custom written program to adapt and interface with all the unique different type of environments or systems. The North American Classification Systems code 541512 with a size standard of $27.5M will be utilized for this requirement. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. In order to protect proprietary information and prevent the unintentional releasing of guarded information all interested firms must conduct their own research regarding the specifications of the above listed requirement. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. If you feel that your firm possesses the ability to provide these requirements, then you must respond by demonstrating your firm's technical capability to meet these requirements by 7 September 2016 12:00 PM Mountain Standard Time (MST).
