Description
THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE ORDER AND NOT A REQUEST FOR QUOTATIONS. The National Institute of Environmental Health Sciences (NIEHS), Research Triangle Park, NC intends to negotiate on a sole source basis and issue an order with Molecular Devices under the authority of Federal Acquisition Regulation (FAR) 13.106-1(b). This request is for renewal of Annual Service Plan Coverage on Molecular Devices ImageExpress Micro System, S/N 13727 for a one-year period (9/15/2016 - 9/14/2017). The service plan includes one (1) preventive maintenance on-site performance assurance, parts, labor, travel, tech support, and priority response. Molecular Devices designed and manufactured the Micro High Content Screening System. This specialized equipment has a dedicated computer with unique programming developed and designed specifically for operation of this model Micro High Content Screening System. This programming is to run both the equipment and diagnose any problems that may be occurring during operation. The system requires a certified Molecular Devices service technician who is familiar with this programming and able to work in depth with the programming in its advanced diagnostic modes in an efficient and timely fashion to further assess needed repairs and maintenance. Award is subject to approval of the Sole Source Justification. This notice of intent is not a request for competitive proposals or quotations; however, an interested party may submit a statement of capabilities if they believe they can meet the above requirement. The statement of capabilities must be submitted in writing and contain sufficient detail to allow the Government to determine if the party can provide the requirement. A determination by the Government not to compete this proposed action based upon responses to this notice is solely with the discretion of the Government. All responses must be received within 8 days from the date of publication of this synopsis. Information received will normally be considered for the purpose of determining whether to conduct a competitive procurement. If no affirmative responses are received within 8 days of this notice, an award will be made to Molecular Devices. The NAICS Code/Size is 811219/$20.5 Million. This procurement is to be processed using Simplified Acquisition Procedures in conjunction with FAR Part 12 Commercial Item Acquisition of Commercial Items.
