Description
SYNOPSIS R16PS01763 Radios The Bureau of Reclamation, Upper Colorado Region, has a requirement to solicit Radios 1. Background The Hammond Project in northwestern New Mexico diverts water from the San Juan River for irrigation needs along the southern banks of the river. Major project works consist of the Hammond Diversion Dam on the San Juan River, the Main Gravity Canal, a hydraulic-turbine-driven pumping plant (Armenta Plant), an auxiliary pumping plant, three major laterals, minor distribution laterals and the drainage system. Recommendations made by Reclamation's Hydraulic Investigations and Laboratory Services (HILS) Group - part of Reclamation's Technical Services Center (TSC) based in Denver, CO, included automating and upgrading certain control points of the canal system to enhance the canal operator's ability to monitor water delivery and to reduce operational spills. Electronic automation/control/monitoring equipment is required in order to complete the subject recommendations. Reclamation intends to procure the required supplies to complete the work via this solicitation. Reclamation will perform the installation and programming work to complete the recommendations. 2. Scope of Work The successful vendor shall provide electronic automation/control/monitoring equipment meeting the following specifications. Others will perform labor and installation; therefore, this scope of work is for supply and delivery of the products only. 3. Product Specifications Products shall be as manufactured by Control Design, Inc. of Placitas, New Mexico, or equal, having the following essential (salient) characteristics. Model Series Numbers referenced herein and in the Price Schedule are those of Control Design, Inc. 3.1 Radio Control Units 3.1.1 Four (4) Digital Output Units (CD 110 or equivalent): A.Minimum 4 available digital output ports B.Minimum 6 available analog input ports C.Minimum 4 available digital input ports (min 2 w/pulse count capability) D.Programmable control unit (Basic 52 programmability) E.Modbus RTU Protocol F.Minimum 500 Standard (16 bit) integer registers & Minimum 15,000 32 bit floating‐point registers (all registers non‐volatile) G.Minimum 64K non‐volatile FRAM H.Minimum 128K of non‐volatile Flash Memory I.High Accuracy Real‐Time Clock J.Built‐in Charge Controller for Solar Charging K.Low Power Operation ~60ma maximum operating current, ~50ma normal operating current with a low power mode for ~10ma operation to extend battery life. L.UHF 450‐470 Mhz Radio‐Modem, 1‐5 watt adjustable transmit power with Store & Forward technology M.RS 232 Serial Comm Ports: i.Modem Comm Port ii.Basic 52 Comm Port iii.ASCII Serial LCD‐Keypad iv.2 ASCII or Modbus (each port selectable for desired protocol) N.Switched voltages (5V, 12V) O.Industrial Grade components (-22°F to 122°F for radio components, -40°F to 185°F for all other components) 3.1.2 Eight (8) Digital Output Units (CD 200 or equivalent): A.Meeting the requirements of Section 3.1.1 above, except the following: B.Minimum 8 digital available output ports C.Minimum 8 digital available input ports D.Minimum 128K non-volatile FRAM E.Switched voltages (5V, 12V, 24V) 3.2 Bubbler Level Sensors 3.2.1 Single Output Bubbler Level Sensors (CD 103-1 or equivalent): A.12V DC pump operation B.0-5V pressure transducer output C.No internal intelligence 3.2.2 Two Output Bubble Level Sensors (CD 103-2 or equivalent): A.Meeting the requirements of Section 3.2.1 above, except the following: B.2 position 12V DC actuated solenoid valve (one flow through path when not energized, second flow through path when energized) 4. Product Schedule Products meeting these specifications shall be supplied in the quantities indicated in the Price Schedule in the upcoming solicitation. SOLICITATION RELEASE DATE: The release date for Solicitation No. R16PS01763 is anticipated to be between September 2, 2016 and September 6, 2016. Interested parties are encouraged to monitor this announcement for updates and the release of the solicitation documents. The solicitation documents for this procurement will be accessible from the Federal Business Opportunities (FBO) website, www.fbo.gov.
