Description
This notice is issued on behalf of the U.S. Department of Energy-Office of Energy Policy and Systems Analysis (EPSA). The DOE Office of Procurement Services intends to negotiate on a sole source basis with PIRA Energy Group for subscription services for web-based research tools to a range of topics that are required by the U.S. Department of Energy-Office of Energy Policy and Systems Analysis, in accordance with FAR 6.302-1-Only one responsible source and no other supplies and services will satisfy agency requirements and pursuant to Competition in Contracting Act, 41 U.S.C. 253 [c] [1]. PIRA is the only known source with offering an objective, expert and integrated view and having proprietary access to extensive industry data. Market research has revealed no other service with as detailed or thorough a database in these regards. The combination of the PIRA subscription and client retainers services are unique and “ can be customized to meet the DOE-EPSA client ™s needs. For example, PIRA ™s Global LNG Retainer service offers unmatched analytical coverage of what drives LNG markets on a regional and global scale. Furthermore, forecasting supply, demand, inventory, and price is just part of a comprehensive, yet concise look at broad trends in the market. Written reports, constant interaction with clients, and a huge volume of underlying data together create a solid base for understanding the future direction of LNG markets. PIRA experts observe market machinations every day, and in applying the knowledge gained from in-depth monitoring and analysis, helps to contextualize the significant cross current of information now facing any entity transacting gas “ or analyzing the implications of these market trends “ on a global scale. As for PIRA ™s North American Electricity Retainer Service, DOE will receive commercially oriented fundamentals analysis and intelligence for the North American power industry and U.S. coal markets. Through a comprehensive set of deliverables, the electricity retainer service delivers independent and timely analysis ” including fundamentals data, price forecasting and insight on market developments. In short, PIRA ™s retainer service offers an unsurpassed competitive edge through ongoing analysis of supply/demand fundamentals and price movements ” actual and forecast ” on a regional level across North America ™s electricity markets and the sectors / demand being supplied / served. The program requirement comprises an EPSA subscription for a period of 12 months. This is a notice of intent and no solicitation is available for this requirement. Interested parties may submit a capability statement and rational by September 14, 2016 at 12:00 pm ET via e-mail to maryd.jones@hq.doe.gov. The written response must include information sufficient to enable the Government to make a determination that an equivalent service exists which would meet the government ™s needs as stated herein. The determination not to compete this proposed contract action is solely within the discretion of the Government. Information received will normally be considered for the purposes of determining whether to conduct a competitive procurement. The Government will not be responsible for any costs incurred by responding to this notice. This requirement is to be processed using Simplified Acquisition Procedures in conjunction with FAR Part 12, Acquisition of Commercial Items.
