- The purpose of this Sources Sought Notice is to search for small business concerns capable of providing Fan Replacement and Ductwork Modification service and equipment at the Philadelphia VA Medical Center. This Sources Sought Notice is for market research purposes only and shall not be considered an Invitation for Bids, Request for Quotations, or a Request for Proposal. Do not submit a proposal or quote. This market research is issued for information and planning purposes only and does not constitute a solicitation nor does it restrict the Government as to the ultimate acquisition approach. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Additionally, there is no obligation on the part of the Government to acquire any products or services described in this sources sought. You will not be entitled to payment for direct or indirect costs that you incur in responding to this Sources Sought Notice. Any contract that might be awarded based on information received or derived from this market research will be the outcome of a competitive process. Interested parties are responsible for adequately marking proprietary, restricted or competition sensitive information contained in their response. The Government does not intend to pay for the information submitted in response to this Sources Sought Notice. The draft Statement of Work (SOW) follows (and attached): =========================================================== DRAFT STATEMENT OF WORK BELOW =========================================================== STATEMENT OF WORK FOR THE WOMEN CLINIC A/C 8 FAN REPLACEMENT SERVICE AT PHILADELPHIA VAMC BASEMENT FLOOR BUILDING 1 3900 BALTIMORE AVE PHILADELPHIA, PA 19104 1. Scope. Contractor shall provide labor and material necessary for replacing Women's Clinic fan section which is faulty and 30 years old: 2. Performance Requirements. 2.1 Properly energy locks out and tag out existing fan section, power, chiller water, steam, and hot water in coordination with the A/C foreman. 2.2 Purchase one new AC fan section, as provided to match existing fan section, with capacity not less than 11,000 cfm, 208/480 volts, and vibration isolators and disconnect. 2.3 Install new fan section into vacated area of existing Women clinic AC-unit. 2.4 Provide and install new flex section of AC unit, to match the new fan section with the existing AC unit, modify duct work as required. 2.5 Disconnect electrical power, and revise conduit and wiring as required to reconnect new motor location, within AC Fan Section, from existing location on top of fan section. 2.6 The Existing Fan section is Johnson controls made. Greater specificity will be included in solicitation to allow for Vendor substitution of like brand name. 3. General Requirements. 3.1 All work shall be performed during premium time Saturday and Sunday between 6:00 AM and 4:00 PM. 3.2 The contractor shall not disturb the day to day operation of the medical center during, loading, unloading and instating the new fan section. 3.3 The Contractor shall coordinate with the A/C foreman. 3.4 Loading and unloading new fan section into work area thru Building 1 loading dock during week end. 3.5 Remove the existing faulty fan section from the work area thru Building 1 loading dock during week end hours. 3.6 Qualified HVAC contractors with at least three similar projects will be considered. Job duration is 60 Calendar days. =========================================================== DRAFT STATEMENT OF WORK ABOVE =========================================================== Any interested small business concern must submit a no longer that 3 page capability statement addressing its ability to meet the requirements above to Mark Murray, Contract Specialist, at mark.murray4@va.gov no later than 07 September 2016, 12:00 PM. Interested parties are also welcome to identify any ambiguities with the SOW and are welcome to suggest enhancements to the SOW and include them separately with their capability statement. Questions regarding this Sources Sought Notice will not be answered.
