- NOTICE OF INTENT TO AWARD A SOLE SOURCE - COMPUTRITION, INC. The US Army Medical Research Acquisition Activity (UAMRAA) intends to issue a sole source purchase order to Computrition Inc., 8521 Fallbrook Ave, Suite 100, West Hills, CA 91304 to provide the Computrition Commercial Off-The-Shelf (COTS) Hospitality Suite Automated Information System (AIS), licensing, maintenance, training support and ancillary supplies and services. No Solicitation documents exist. Any firm that believes it can provide the stated capability is invited to submit a written notification to the Contracting Officer within fifteen (15) calendar days from the date of the publication of this notice. Supporting evidence must be furnished in sufficient detail to demonstrate the firm's ability to provide the stated capability. Such evidence must include explicit permissions for use, resale, distribution, maintenance, training support and servicing of any proprietary property noted herein. Information can be sent to the Contracting Officer at: USAMRAA, ATTN: MCMR-AAA-SF (Christine Helman), 820 Chandler Street, Frederick, MD 21702-5014. No telephone or facsimile requests will be accepted. Responses will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, USAMRAA will proceed with the sole source contract. **Sole Source Justification 1. Contracting Activity: U.S. Army Medical Research Acquisition Activity (USAMRAA) 820 Chandler St. Ft. Detrick, MD 201702 Requiring Activity: Defense Health Agency (DHA) - Solution Delivery Division (SDD) Program Executive Office (PEO) - Clinical Systems Division 2. Description of the Action: Approval is being requested for a new firm fixed price five (5) year contract for the Computrition Commercial Off-The-Shelf (COTS) Hospitality Suite Automated Information System (AIS), licensing, maintenance, training support, and ancillary supplies and services. 3. Description of Supplies/Services This contract provides for services and software licensing, maintenance, training support, and ancillary supplies and services for the Commercial Off-The-Shelf (COTS) Computrition Hospitality Suite Automated Information System (AIS). The products and services will be deployed to 49 Department of Defense (DoD) Military Treatment Facilities (MTF's). The period of performance for the requested contract base period will be 22 October 2016 through 21 October 2017 with four (4) twelve (12)-month option periods. 4. Authority Cited: Pursuant to 10 U.S.C.2304(c)(1), the statutory authority permitting other than full and open competition is FAR 6.302-1(a)(2)-Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. 5. Reason for Authority Cited: Computrition's COTS Hospitality Suite Software was competitively procured under the General Services Administration (GSA) IT 70 schedule (GS-35F-0037M) for the initial outfitting of the Hospitality Suite Software. Currently, the COTS software is installed and operational at 49 Government sites. The current contract W81XWH-13-P-0612 was issued as sole source consistent with the rationale herein. The data needed by the Computrition' s COTS System is currently configured to flow from the ESSENTRIS interface into the Hospitality Suite Software. At this time, there is no other authorized re-seller of the proprietary Computrition Hospitality Suite Software, nor are there any authorized providers of the Computrition Hospitality Suite Software licensing, maintenance, training support, and ancillary supplies and services. This was verified by Ms. Kim Goldberg, Executive Vice President of Operations, Computrition, Inc., via email dated 21 June 2016. The costs associated with replacing Computrition' s Hospitality Suite AIS software product with a different medical nutrition therapy and medical food management system would exceed $70 million, as this system has been fielded to military treatment facilities (MTFs) and hospitals world-wide, and is widely used and fielded throughout the Military Healthy System (MHS). Further, it would take approximately two (2) years to re-procure new software, integrate, test and train. A new system would also require a new Approval to Operate (ATO) which could add an additional six (6) months for approval, and an additional $200K
