- PDF Copy of the Intent to Sole Source Pursuant to the authority of FAR 13.106-1(b)(1)(i), the Contracting Officer may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source is reasonably available. The Department of Health and Human Services (DHHS), Program Support Center (PSC), Acquisition Management Services (AMS), on behalf of the Substance Abuse and Mental Health Services (SAMHSA) intends to sole source to: National Alliance for Medication Assisted Recovery (NAMA) 435 Second Avenue New York, NY 10010 In accordance with FAR 5.207(c), SAMHSA's requirement is described as follows: (1) National Stock Number (NSN): N/A (2) Specification: Training on Medication Assisted Recovery Support Services (MARS) and Training of Trainers (TOT) Curriculum Development in Vietnam (Short title: MARS and TOT in Vietnam) (3) Manufacturer: N/A (4) Functional Description: (5) Predominant material of manufacture: N/A (6) Quantity: N/A (7) Unit of issue: N/A (8) Destination information: HHS/SAMHSA 5600 Fishers Lane Room 13E25B Rockville, MD 20857 (9) Delivery Schedule: N/A (10) Duration of the contract period: September 15, 2016 through September 14, 2017 (11) Sustainable acquisition requirements: N/A (12) Description of Procedure: This is a pre-solicitation notice of intent to sole source. This is not a solicitation for competitive proposal. No solicitation document is available. The anticipated award date is no later than September 15, 2016. (13) Architect-Engineer Project: N/A (14) Trade Agreement Clauses: N/A (15) Sole Source Justification: The Department of Health and Human Services (DHHS), Program Support Center (PSC), Acquisition Management Services (AMS), on behalf of the Substance Abuse and Mental Health Services (SAMHSA) intends to sole source to: National Alliance for Medication Assisted Recovery (NAMA) 435 Second Avenue New York, NY 10010 Since 2012 the NATIONAL ALLIANCE OF METHADONE ADVOCATES (NAMA) has been engaged in dialogue with Vietnam and in since 2014 developed a Medication Assisted Recovery Support-VN training workshop and assisted with the development and implantation of MARS groups in 6 clinics in one province of Vietnam. In short, the Contractor is aware of the context of SAMHSA's effort in Vietnam and has gained the respect of participating NGOs and Vietnamese Governmental agencies involved in the project. The Contractor is the developer and author of the Medication Assisted Recovery Support program in the United States. Their programmatic work, training, and experience have specifically focused on methadone maintenance treatment for opiate addiction especially peer-led recovery. The Contractor understands the situation on the ground in terms of knowledge gaps within the Vietnamese system and has significantly contributed to previous trainings. The Contractor has provided assistance to foster local individual, institutional and clinic expertise on peer led supportive recovery services for substance abuse disorders in Vietnam. The Contractor is the best qualified organization for this project and sole source contracting will not only allow for continuity in project personnel but will prevent delay in meeting project goals. (16) This is not a solicitation for competitive proposal. No solicitation document is available. All responsible sources that have determined that they can provide the same services may submit product information and a capabilities statement.
