- Attachment 0001-Bid Schedule COMBINED SYNOPSIS/SOLICITATION PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE ISSUED SYNOPSIS: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. Interested parties are responsible for monitoring the Federal Business Opportunities website to ensure that they have the most up to date information about this acquisition. The solicitation number AG-1A23-S-16-0047 is being issued as a Request for Quote (RFQ) and is being conducted as a 100% total small business set aside. The North American Classification System Code is 333131; Mining Machinery and Equipment Manufacturing; Size Standard 500. This RFQ incorporates provisions and clauses that are in effect through Federal Acquisition Circular 2005-76. This requirement will be awarded as a commercial item, fixed price purchase order under the procedures at FAR Parts 12 and 13. DESCRIPTION: The United States Department of Agriculture Natural Resources Conservation Services (NRCS) Indiana State Office, located at 6013 Lakeside Blvd, Indianapolis, IN 46278 has a requirement for a fixed price purchase of two (2) each Giddings Hydraulic Soil Probes (coring/drilling machine). This is a BRAND NAME OR EQUAL solicitation. All vendors proposing an alternate equipment/items shall provide with their proposal adequate descriptions and specifications of the "alternate" item to substantiate the "or equal" designation and all information requested in accordance with Far Part 52.211-6 BRAND NAME OR EQUAL (AUG 1999). There are no requirements for the Contractors/Vendor to install these two (2) Giddings Truck mount Coring/Drilling Machine, this solicitation is for the sole purpose of purchasing the equipment which will be installed at a later date. These equipment will be delivered to the USDA NRCS Indiana State Office, located at 6013 Lakeside Blvd, Indianapolis, IN 46278. The salient physical, functional, or performance characteristics that "equal" products must meet are specified in the solicitation. (b) To be considered for award, offers of "equal" products, including "equal" products of the brand name manufacturer, must- (1) Meet the salient physical, functional, or performance characteristic specified in this solicitation; (2) Clearly identify the item by- (i) Brand name, if any; and (ii) Make or model number; (3) Include descriptive literature such as illustrations, drawings, or a clear reference to previously furnished descriptive data or information available to the Contracting Officer; and (4) Clearly describe any modification the offeror plans to make in a product to make it conform to the solicitation requirements. (c) The Contracting Officer will evaluate "equal" products on the basis of information furnished by the offeror or identified in the offer and reasonably available to the Contracting Officer. (d) Unless the offeror clearly indicates in its offer that the product being offered is an "equal" product, the offeror shall provide the brand name product referenced in the solicitation.
