Description

The Veterans Affairs (VA) Hudson Valley Healthcare System Montrose campus has an anticipated requirement for a driving simulator that meets all of the specifications outlined below. This requirement will be fulfilled through one (1) firm-fixed price, commercial contract. Product Specifications: The vendor shall provide a driving simulator unit with the following features: a.A quality platform suitable for occupational therapy in a clinical environment; b.Driving Simulation within the city, rural and highway, i.e. multiple lanes, high speed. c.The simulator should mimic a vehicle's driving position and the feeling of the steering wheel, accelerator, brake, directional signals. d.The driving scenario should transition from one situation to another, mimicking real life driving. With all the distractions and emergent situations which one would encounter when driving a vehicle. e.Seat adjustability to facilitate comfortable and ergonomic seating for a range of patient sizes; f.Adjustable Steering wheel, console, gas and brake pedals (removable left-foot accelerator); g.Basic driving skills - visual acuity, reaction time, peripheral vision, depth perception, etc. h.Advance driving skills - controlling a skid or lost traction on a slippery road, maintain position on the highway, parallel parking - reentering the road way, backing out into a lane of traffic from a driveway or parking space, merging into traffic on a city street, high speed interstate, rural road way. i.A report of the results of the driver training session or initial assessment prior to the road evaluation which would include all accidents specifying the incident of each, i.e. hitting a pedestrian, failure to obey traffic signs and laws - speeding, number of times driving off the road, difficulty parking. It would also include visual acuity, depth perception and peripheral vision when tested. The computer generated report would be the objective findings of the veteran's performance. Enabling the driver trainer to access the needs of the veteran prior to taking them in a vehicle for a hands on demonstration of their ability to drive on the roadways. The report would support the necessity of reeducation, denial of on road evaluation, limited area for attempted road evaluation and perhaps denial of renewal of license. The information may also identify need for evaluation of vision, attention deficit issues, and eye-hand coordination issues. Which can be placed in the Veterans medical record as part of the progress note to support the billing process, basis for medical evaluations and written documentation for the veterans j.Shipping and installation Delivery: The contractor shall deliver the required unit to the address provided below, FOB Destination, as well as its installation, no later than 180 calendar days or less from date of award: Veterans Affairs Hudson Valley Healthcare System Montrose 15 Castle Point Road Wappingers Falls, NY 12590 The Networking Contracting Office (NCO) 2 is in search of a responsible, Service-Disabled Veteran Owned Small Business (SDVOSB) vendor; however, all interested parties are welcomed to respond. If at least two capable SDVOSB's are identified, this requirement will be a total set-aside for competition among SDVOSBs. All interested and qualified parties should provide the following information via e?mail only to the Contracting Office by the stated deadline. a.Company information including Point of Contact information; b.Socio?economic category under NAICS code 333318; c.The company's proposed product that will satisfy all of the requirements along with a description of all of its features; d.If the product is available on a General Services Administration Federal Supply Schedule (FSS) contract, please provide the FSS Contract and Special Item Number SIN(s) that the product is available under; e.The Lead time for the manufacture and delivery of the product; and f.An estimated FSS or open market price for the proposed items.
