Description
SF-1449 Request for Quote (RFQ)/SOW This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation quotes are being requested and a written solicitation will not be issued. Quotes shall reference DTMA91Q1600067. The Agency intends to award a firm-fixed price service acquisition on or about September 26, 2016 using simplified acquisition procedures in FAR Part 13. This request for Quote (RFQ) document and incorporated provision and clauses are those in effect through Federal Acquisition Circular 2005-89. This is a one hundred percent (100%) total small business set-aside. The North American Industry Classification Systems (NAICS) code for this acquisition is 541922 with a small business size standard of $7.5 million. MARAD is seeking the services of a photographer/videographer to create a virtual tour, featuring 360-degree photography and accompanying written interpretation of several locations on the campus of the United States Merchant Marine Academy. Locations include: • The William S. Barstow mansion (interior and exterior); a building which now serves as the American Merchant Marine Museum located on the campus of the U.S. Merchant Marine Academy at Kings Point, New York. The mansion is listed on the National Register of Historic Places. It is a three-story house with a basement of structural terra cotta and walls of structural terra cotta covered in stucco, designed in the Mediterranean Revival style. It has a large one-story addition to the north which has a basement of structural terra cotta and walls of structural terra cotta covered in stucco. The garage is located to the east of the mansion. It also is in the Mediterranean Revival style with Mediterranean Revival elements (stucco, red clay tile roof, wrought-iron balcony) and Beaux Arts elements (square pilasters and columns, belt course, and quoins). The walls are structural terra cotta tile covered with stucco. It is a two-story building. In addition to coordinating with MARAD, all work shall be closely coordinated with the American Merchant Marine Museum's Interim Director. • The United States Merchant Marine Academy National Historic District; a group of buildings that include "Golden Age" late nineteenth and early twentieth century "Gold Coast" estate houses (notably the Bendel-Chrysler mansion, now Wiley Hall), a number of Classical-Revival and Beaux Arts buildings built during the early years of the academy (from 1942 - 1944), and the academy chapel and library, which date from the 1960s. The contractor will be responsible for photographing the exterior of all contributing buildings within the district, in addition to portions of the first floor interior of Wiley Hall (SEE ATTACHED SOW). INTERESTED OFFERORS RESPONDING TO THIS SOLICITATION SHALL SUBMIT THE FOLLOWING ITEMS TO THE CONTRACTING OFFICER IN ACCORDANCE WITH THE STANDARD FORM 1449 (SF-1449), STATEMENT OF WORK, EVALUATION CRITERIA, BID SUBMISSION INSTRUCTIONS AND OTHER TERMS AND CONDITIONS ATTACHED IN THIS NOTICE. Quotes shall be in writing and will be accepted via e-mail no later than 5:00 pm EST on September 13, 2016. Oral and faxed proposals will not be accepted. E-mailed Quotes must have solicitation number and Notice title in the subject line of the e-mail. Please note that questions must be submitted in writing to Alfredia Rich-Murphy, Contracting Officer via email alfredia.rich-murphy@dot.gov before the 11:00 am, Eastern Standard Time on September 12, 2016. No questions via phone will be accepted. All small responsible business sources may submit quote that will be considered by the Agency.
