- Sources Sought Notice SOURCES SOUGHT Afghanistan National Police Radio Repair Facilities Ministry of Interior Information, Communications, and Technology Department Kabul, Afghanistan W91B4N-16-X-07K9 INTRODUCTION The 925th Contracting Battalion & Regional Contracting Center - Afghanistan, Bagram Airfield, Afghanistan is issuing this sources sought as a means of conducting market research to identify potential sources having an interest and industry capability available to support the Afghan Government's requirement for the repair of radio systems in support of the Ministry of Interior (MoI), Information, Communications, and Technology (ICT) Department, Afghanistan National Police (ANP). The result of this market research will contribute to determining the method of procurement, if a requirement materializes. Based on the responses to this sources sought notice/market research, this requirement may be set-aside for local, Afghan businesses (in full or in part) in accordance with DFARS 225.7799-2 (Deviation 2016- O0004) or procured through full and open competition. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding submissions. IT DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY. REQUIREMENT BACKGROUND This requirement will ensure all related VHF/HF and UHF radio repairs, to include user, organization and depot level maintenance is performed in Afghanistan. This includes direct support (as needed) to Vehicle and Base Station installations. REQUIRED CAPABILITIES The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, other items and non-personal services necessary to perform the Radio Repair and related work (e.g., installation work) as defined in this PWS except for those items specified as Afghan Furnished Equipment or Property. The contractor shall provide up to four (4) EXPATS to oversee/manage and eighteen (18) local nationals trained as radio repair specialists to maintain eight (8) radio repair facilities throughout Afghanistan. The Contractor will implement a new Depot Radio Repair Level 3 Facility and Service Center in Kabul. It is anticipated that during the first year of performance the contractor shall repair up to 8800 VHF, HF and UHF radios. Thereafter, the total radios to be repaired will be decreased down to 4400 per option year. It is anticipated that the Government of Afghanistan will provide facilities/equipment for this PWS. These include ICT/ANP owned Land Mobile Radio (LMR) CODAN, ICOM and Motorola assets in Afghanistan. GENERAL INFORMATION The applicable NAICS code for this requirement is 334220. The Product Service Code (PSC) is 5445. All vendors must be registered, approved, and eligible for installation access in JCCS. Vendors may verify their registration at https://www.jccs.gov/jccscoe/ by selecting the "Vendors Login" module and logging in with their user name and password. SUBMISSION DETAILS Interested businesses should submit a brief capabilities statement package (no more than ten 8.5 X 11 inch pages, font no smaller than 10 point) demonstrating ability to provide the products/systems listed in this Technical Description. Documentation should be in bullet format. No phone or email solicitations with regards to the status of the RFP will be accepted prior to its release. Your response to this Sources Sought, including any capabilities statement, shall be electronically submitted to the Contract Specialist, Steven B. Piggott, Contract Specialist, in either Microsoft Word or Portable Document Format (PDF), via email steven.b.piggott.civ@mail.mil no later than 12:00 p.m. local time at Bagram Airfield, Afghanistan on 13 September 2016 and reference sources sought number W91B4N-16-X-07K9 in subject line of e-mail and on all enclosed documents. Information and materials submitted in response to this request WILL NOT be returned. DO NOT SUBMIT CLASSIFIED MATERIAL. If your organization has the potential capacity to provide the required products/systems, please provide the following information: 1) Organization name, address, primary points of contact (POCs) and their email address, FAX, Web site address, telephone number, and type of ownership for the organization; and 2) Tailored capability statements addressing the requirements of this notice, with appropriate documentation supporting claims of organizational and staff capability.
