- For the requirement entitled ANMC and ANC Geospatial O&M Determination and Findings Consolidation Memorandum In accordance with 15 U.S.C. 657q - Consolidation of contract requirements, this notice is being published. This requirement will consolidate the Arlington National Cemetery (ANC) Mapper O&M and ANC Explorer contracts awarded in FY15. ANC Mapper O&M is utilized internally by cemetery staff, enabling them to: schedule burials, maintenance events, specials events, routing of funeral processions, generate dig slips to ensure accountability of records, and management dashboard provides leadership a day-to-day account of cemetery operations. ANC Explorer, enables families, visitors and the public to locate gravesites, events or other points of interest throughout the cemetery; view front-and-back headstone photos and points of interest; and receive directions to these locations, as well as, self-guided tours, easy access to general information, and the ability to save searched burial records to a mobile device. Transitioning the capabilities developed and maintained at ANC to the 26 Army Post Cemeteries and US Soldiers' and Airmen's Home National Cemetery over the next three (3) years is the objective of this consolidated requirement. Consolidating these requirements into one contract will ensure the successful performance over the short and long-term. In the last three years, the Government has experienced many issues, i.e. administrative burden on the Government due to excessive coordination meetings between two companies, and overlap in system technical requirements. A single Contractor/Integrator will provide better quality services by providing continuity of service and a higher level of responsiveness in problem resolution and greatly decrease the time required to resolve technical issues. The Government benefits from a shared architecture between ANC Explorer and ANC Mapper, which is, better maintained by a single Integrator. This consolidation will be set-aside to small business concerns under NAICS 541512 - Computer Systems Design Services with a size standard of $27.5M.
