Description
Clauses and Provisions Solicitation Letter and PWS Pricing Sheet REQUEST FOR QUOTATIONS (RFQ) HSCG23-16-Q-PBJ004 The USCG invites your company to submit a quotation for the development and training of an Advanced Culinary Arts Skills Course that will meet the requirements as detailed in Attachment 1, Performance Work Statement. Specifically, the purpose of these requirements are to provide: - One (1) 21 day Advanced Culinary Arts Skills Training course, accommodating 24 students with 2 instructors - Rooms/Lodging (double occupancy) for 24 student while attending the course - Meals (3 meals/day) per student for the duration of the 21 day course - Graduation ceremony for all students, faculty and up to 30 guests The Government intends to award a Firm Fixed Price (FFP) Task Order no later than 16 September 2016. QUOTE CONTENT: Your quote shall contain technical details (such as an example class syllabus) with sufficient information to clearly demonstrate its understanding and capability to develop and teach the course, provide adequate lodging, meals and graduation ceremony for students in accordance with the PWS. Vendors shall provide its proposed pricing in Attachment II, Pricing Sheet. QUOTE EVALUATIONS: The Government will evaluate quotes using a lowest-priced technically acceptable methodology, as follows: Technical Acceptability: In order to be considered technically acceptable your company must clearly demonstrate its understanding and capability to meet the requirements in the PWS. Additionally, in order to be considered technically acceptable, your company must be listed in the System for Award Management (www.sam.gov). Those who provide quotes but are not listed in the System for Award Management shall be considered technically unacceptable and not eligible for award. Please provide your DUNS number in your quote so the Government can confirm your entry in the System for Award Management. Price: The Government will evaluate the total evaluated price using Attachment II when completed by the offeror(s) to determine price reasonableness. Total evaluated price consists of pricing to develop and teach the course for 24 students, over the course of 21 classroom days; provide lodging based on double occupancy accommodations; three meals per day, per student; and accommodations for the graduation ceremony. BASIS FOR AWARD: The Government will select an awardee based on a lowest-priced technically acceptable basis. The Government will evaluate the lowest-priced quote for technical acceptability. If it is acceptable, other quotes will not be evaluated. If the lowest-priced quote is not technically acceptable, the Government will evaluate the second-lowest priced quote, and so on, etc. QUOTATION SUBMISSION INSTRUCTIONS: Please submit your quote to Kerri Laws electronically via email to Kerri.L.Laws@uscg.mil on or before 1700 EDT, on 13 September 2016. However, you are encouraged to submit your quote as soon as possible. Data must be compatible with Microsoft Office Suite 2007 and/or Adobe Acrobat. Quotes shall be limited to 10 pages inclusive of all pages. Submitted files must not contain any form of copy protection or password-protected security measures. This RFQ does not represent authorization to award or proceed with the subject effort, nor a promise of future direction to proceed. Offerors are solely responsible for this RFQ's submission costs. Offerors that do not submit all of the information required may not be considered for award. QUESTIONS: Any questions or concerns regarding any aspect of this RFQ shall be forwarded to the Contract Specialist, Kerri Laws, via email Kerri.L.Laws@uscg.mil on or before 1700 EDT, on 12 September 2016. Questions will be answered via an amendment to the solicitation and distributed to all parties. Information as to which company asked what questions shall not be revealed. ATTACHMENTS: 1.
