Description
NOTICE OF INTENT The 10th Contracting Squadron, United States Air Force Academy (USAFA) Colorado intends to make a Sole Source bridge contract award to Sirsi Corporation, for SirsiDynix "Symphony" Integrated Library System (ILS) Software. This procurement is for the acquisition of a sole source commercial item using simplified acquisition procedures in accordance with FAR Parts 12 and 13. The North American Industrial Classification System (NAICS) number is 511210 and the business size standard is 500 employees. Requirement: USAFA McDermott Library and USAF Community Library requires ILS software to provide the 70following core functions: Cataloging, Circulation Control and Online Public Access Cataloging (OPAC). SAF/JA confirmed FedRAMP certification and a provisional authority to operate the software must be in place prior to award. There is no waiver process; however, SAF/CIO A6 has a review process for services/software to present what they believe to be extenuating circumstances. The incumbent software, SirsiDynix, has been authorized an exemption at this time to allow cadets and faculty continued use of ILS software. Award will be a one (1) year base period plus four (4) six (6) month options. Requiring agency will review the market for FedRAMP Level 4 certified/compliant providers of ILS software before renewing each six (6) month option period and any subsequent re-acquisition. Six (6) month options versus one (1) year options increase the window of opportunity for a future competitive action to acquire ILS software. The requiring agency will coordinate any action with USAFA / A6 to review relevant updates to software requirements that could allow for competition without a FedRAMP certified competitor in the market. Sole Source Justification: Only one responsible source and no other item will satisfy the USAFA requirement for ILS software, as no potential vendors are FedRAMP Level 4 certified/compliant. Sirsi Corporation's incumbent software, awarded using full and open competition, is the only software currently authorized an exemption to allow cadets and faculty use of ILS software. This bridge contract is a temporary solution until vendors can become FedRAMP Level 4 certified/compliant. This synopsis is for notification purposes only and does not constitute a solicitation for bids or proposals. DO NOT submit a bid/quote at this time. Any offerors believing they can provide the required ILS software with all specifications of the requirement described above may provide evidence for consideration. Evidence must support the offeror's claim. All qualified sources may submit a response, which if timely received, will be considered by this agency. Information received will be considered solely for the purpose of determining whether a competitive procurement can be conducted. A determination not to compete this proposed procurement based on response to this notice is solely within the discretion of the Government. Responses must be received NLT 10:00 am Mountain Time on Friday, 16 September 2016. Responses received after this will be considered late IAW FAR 52.212-1(f) and may not be considered. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).
