- The NASA/SSC Office of Procurement intends to issue a Request for Proposal (RFP) for the procurement of a new flat deck barge in accordance with the following specification/requirements: LENGTH: 120'- 0" to 160'- 0" (molded) BREATH: 30'- 0" to 35'- 0" (molded) HULL DEPTH: 6'-11" - 8'- 0" (molded) DECK TYPE: Flat (cargo), anti-slip with raised bow and stern DECK PLATE: 3/8" (minimum) SIDE PLATE: 3/8" (minimum) BOTTOM PLATE: 3/8" (minimum) DESIGN DECK LOAD: 2000 PSF (minimum) DISPLACMENT: 120 long tons HULL PROTECTION: One (1) 1" x 6" plate (Typical - Port & Starboard) CARGO TIE DOWN RAILS: 4" Standard Pipe (Typical - Port & Starboard) COMPARTMENTS: 6 (minimum) MANHOLES: 8" x 24" (minimum) opening above each compartment with ladders to gain access into each compartment. Cover plates for manholes shall be flush with deck BITTS: Double bitt (typical 4 places) KEVEL CHOCK: 36" (typical 4 places) ANODES: PORT & STARBOARD - Shall be 24 lb. magnesium type. Installed at 12 locations BOW & STERN - shall be 5 each 22 lb. (barge will be continually used in brackish water) VESSEL CLASSIFICATION: American Bureau of Shipping (ABS) Class "A1, Barge, River Services, Reinforcement B" The government intends to issue the RFP under Negotiated Acquisition of Commercial Items procedures in accordance with Federal Acquisition Regulation (FAR) Parts 12 and 15. Any resultant award will be made in the form of a Firm Fixed Price (FFP) Contract. This competitive procurement will be set aside 100% for small business. The NAICS Code and small business size standard for this procurement are 336611 and 1,250 employees, respectively. The anticipated release date of the RFP is on or about September 30, 2016, with an anticipated proposal due date of on or about October 28, 2016. The firm date for receipt of proposals will be stated in the RFP. The period of performance for this action is 180 days from date of award. Evaluation and award of the solicitation will be best value. Evaluation factors are in development and will likely include Relevant Experience, Past Performance and Price. The Government reserves the exclusive right to award to other than the low offeror on this "Best Value" procurement. The solicitation and related documents will only be issued electronically.
