Description
Draft Statement of Work with List of facilities Air Force Medical Service (AFMS) Physician Clinical Reference Database This is a sources sought synopsis only. This is NOT a solicitation request for proposals or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified business sources; (2) whether they are large businesses, small businesses, HUBZone small businesses; service-disabled, veteran-owned small businesses; 8(a) small businesses; veteran-owned small businesses; woman-owned small businesses, or small disadvantaged businesses; and (3) their size classification relative to North American Industry Classification System (NAICS) code 519130, Internet Publishing and Broadcasting and Web Search Portals, with a small business size standard of 1000 employees for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. A determination by the Government not to compete this requirement as a set-aside based on responses to this notice is solely within the discretion of the Government. Interested parties are expected to review this notice and the Statement of Work (SOW) to familiarize themselves with the requirements of this project. Although "proposal" and "offeror" are used in this document, your response will be treated as information only. It shall not be used as a proposal. Background: The Air Force Medical Service currently utilizes the UpToDate Database. The Government is conducting market research to identify, as potential sources, companies that may possess the expertise, capabilities, and experience to competently provide a database subscription. This contract shall provide an Online Physician's Clinical Reference Database that will be posted on the Air Force Medical Services (AFMS) Virtual Library. A link to the database and IP-authentication shall be required for each U.S. Air Force Military Treatment Facility (MTF). All information shall be accurate, complete, unbiased, evidence-based, and referenced with current medical literature. The database shall have search features and a user-friendly interface. This service shall provide multiple, simultaneous access to the site via internet/world wide web. This service shall incorporate use of an internet browser, such as Explorer, Firefox, or Chrome to enable authorized users to retrieve full-text topic reviews written by experts in the medical specialty and fully reference with current literature sources. Medical topics include such specialties as Internal Medicine with subspecialty coverage, Obstetrics and Gynecology, Family Practice, Emergency Medicine and Pediatrics. This will include a finished product that answers clinical questions with a synthesis of the medical literature and positively affects clinical decision making. Specifications outlining requirements for the Physician Clinical Reference Database are available in the attached Draft Statement of Work. Responses must clearly explain how your firm's product(s) meet the requirements in detail. Capability Statement/Information Sought: 1. Tailored capability statements shall demonstrate a clear understanding of all tasks specified in the SOW. In addition: • 2. Describe your past experience (no more than five examples) in producing and maintaining similar databases for Government and/or commercial customers, to include: •· Program name •· Government contract number (if applicable) •· DCMA Point of Contact (if applicable) •· Description of the effort covering the following points: •o type of database provided •o specific post-delivery support provided •o modification/upgrade efforts, as applicable •o Dates & periods of performance •o Value of effort 3. What risks do you foresee in performing this effort? What steps would you likely take to mitigate the risks? Acquisition strategy has not yet been determined. Market research results will assist the Air Force in determining whether this requirement will be a full and open competition, a small business set aside, or a sole source acquisition. Note that, if there is sufficient demonstrated interested and capability among small business contractors, a key factor in determining if an acquisition will be a Small Business Set-Aside is that two or more potential small business prime contractors must be capable of performing at least 50% of the effort, as defined in Federal Acquisition Regulation (FAR) clause 52.219-14, Limitations on Subcontracting. If it is determined that a small business set-aside is appropriate and your company anticipates submitting a proposal as the prime contractor for a small business set-aside, please provide specific details and rationale as to how compliance with FAR clause 52.219-14 would be achieved, including specific details regarding teaming arrangements, etc. If subcontracts are to be used, provide anticipated percentage of effort to be subcontracted and whether small or large businesses will be used. Teaming and/or subcontracting arrangements should be clearly delineated and previous experience in teaming must be provided. Note that if this effort is not set-aside for small business, small business utilization will be considered. Request that large and small businesses provide a reasonable expectation for small business utilization as a percent of total contract value. Please provide supporting rationale for the recommended percentage. Interested sources should respond with a complete information package, providing the information and data requested above. The email subject line must specify AFMS Physician Clinical Reference Database. Facsimile responses will not be accepted. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received, a combined synopsis and solicitation may be published in Federal Business Opportunities (FBO). Do not submit proprietary, classified, confidential, or sensitive information in your response. Information submitted will become the property of the Government. The Government reserves the right to use any non-proprietary technical information in any resultant solicitations.
