Description

The following changes are made to the Pre-Solicitation Announcement VA250-16-R-0037 as follows: 1.Evaluation Factor Number 5 is changed for this announcement. A.Evaluation Factor Number 5 currently reads as follows: a.Location of Design Firm: the geographic proximity of each firm to the location of the VA Medical Center will be evaluated. This criterion will apply to the office from which the majority of the design services will be performed. Scoring will be based off of the proposed location of the Prime Contractor Firm for this category and scoring shall be as follows: within 50 miles - Excellent (Blue); 51-100 miles - Very Good (Green); 101-150 - Acceptable (Yellow); 151-200 - Marginal (Orange); 201-250: ; 251-350 - Poor (Red). B.Evaluation Factor Number 5 is revised as follows: a.Location of Design Firm: the geographic proximity of each firm to the location of the VA Medical Center will be evaluated. This criterion will apply to the office from which the majority of the design services will be performed. Scoring will be based off of the proposed location of the Prime Contractor Firm for this category and scoring shall be as follows: within 50 miles - Excellent (Blue); 51-100 miles - Very Good (Green); 101-150 - Acceptable (Yellow); 151-200 - Marginal (Orange); 201-250: ; 251-350 - Poor (Red). For an SDVOSB firm to be considered within the desired geographic proximity (IAW Veterans Affairs Acquisition Regulation (VAAR) 805.207 generally) and for the SDVOSB firm's proposal to be considered technically acceptable, the SDVOSB firm's primary address listed in its VetBiz registry located at https://www.vip.vetbiz.gov/ shall be the determining factor, shall be considered the offeror's address of record, and shall be considered the offeror's address of primary performance for a majority of the work required under the contract. SDVOSB offerors' VetBiz listings reflecting a primary address outside of the 350 mile geographic proximity shall be considered outside the desired geographic proximity, that firm shall be deemed technically unacceptable, and that firm's proposal will not be considered further. 2. Extension is hereby to the receipt of SF 330s for this announcement.. A.The original Request for SF330s stated the following Date and Time: a.Completed SF330s can be delivered to Aleda E. Lutz VA Medical Center, Attn: Sonny S. Earls, Contract Specialist, NCO 10 Contracting Office (90CSC), 1500 Weiss Street, Saginaw, MI 48602, no later than 3:00 p.m. EDT, September 12, 2016. B.The Response Date for submitting SF330s in revised to read as follows: a.Completed SF330s can be delivered to Aleda E. Lutz VA Medical Center, Attn: Sonny S. Earls, Contract Specialist, NCO 10 Contracting Office (90CSC), 1500 Weiss Street, Saginaw, MI 48602, no later than 3:00 p.m. EDT, September 23, 2016.
