- Notice of Intent to Sole Source- Triangle BioSystems, Inc. DESCRIPTION OF REQUIREMENT PURPOSE AND OBJECTIVES: The mission of the National Institute of Mental Health (NIMH) is to transform the understanding and treatment of mental illnesses through basic and clinical research, paving the way for prevention, recovery, and cure. For the Institute to continue fulfilling this vital public health mission, it must foster innovative thinking and ensure that a full array of novel scientific perspectives are used to further discovery in the evolving science of brain, behavior, and experience. In this way, breakthroughs in science can become breakthroughs for all people with mental illnesses. Behavioral neurophysiology with nonhuman primates requires electrodes for recording and instruments to amplify and save the recordings. In the planned experiments, neuronal activity must be collected from over 120 electrodes implanted in the brain and recorded while the head is free to move in any direction. The National Institute of Mental Health Laboratory of Neuropsychology needs to record single-units and field potentials from 120 electrodes chronically implanted in the brains of non-human primates, while allowing their heads to move freely during the experiments. The system is expected to also support future recordings from animals free to move about a caged area and interact socially. This is the first step towards NIMH meeting its goal of recording from animals while they are free to move about a caged area and interact socially. This goal requires a high channel-count wireless recording system. Wireless recording systems have been in development for many years, but a system that can meet this set of needs is rather specialized. NIMH has developed specialized electrode bundles for this purpose. In the planned experiments, neuronal activity must be collected from many electrodes (at least 120) chronically implanted in the brain. Most recording methodologies require a cable from the electrodes to the recording amplifiers. Wires cannot be used when the head is free to move. A high channel-count wireless recording system will allow such recordings with the electrode bundles. The Government contemplates a purchase order for the acquisition of a wireless head-free system for recording 128 channels of single units with at least 3 hours of continuous recording of full bandwidth (0.8 Hz to 7 KHz) signals on all channels and the ability to operate at a distance of up to 10 feet (3 meters). ACQUISITION DESCRIPTION: Salient Purchase Description: • Head-mounted wireless recording system with at least 120 channels • Continuous full bandwidth (0.8 Hz to 7 KHz) transmission • At least 3 hours of continuous (battery) operation • Under 20 g weight with battery • Range: 3 meters (10 ft) minimum • Connections for existing implanted electrode system • Connections for existing amplifier system (TDT PZ5) • Quantity = 1 with sufficient parts for full implantation. Specifically, the NIMH requires the following: 1. W128 Wireless Headstage: 4 x 36 pin MillMax Gain 140, Frequencies F1 2. W128 Wireless Radio Receiver, Analog Output, Total System Gain 20, Frequency F1 3. TDT PZ5 W64 32ch Bank A cable 4. TDT PZ5 31ch cable or Bank B of W64 5. EIB - Omnetics 4 x 49707 to MillMax 128 CONTRACTING WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION (INCLUDING BRAND-NAME) DETERMINATION The determination by the Government to award a contract without providing for full and open competition is based upon the market research conducted. Specifically, Triangle BioSystems, Inc. is the only vendor in the marketplace that can provide the equipment required by NIMH. In accordance with FAR part 10, extensive market research was conducted to reach this determination. Specifically, a sources sought notice was posted to FedBizOpps referencing the above detailed requirements and no responses were received from other vendors. Additionally, contacts with knowledgeable individuals both in industry and Government, as well as reviews of available product literature, revealed no other sources. Finally, a review of the GSA Advantage, and Dynamic Small Business Search returned no results that meet all of the requirements. Therefore, only Triangle BioSystems, Inc. is capable of meeting the needs of this requirement. The Intended Source Is: Triangle BioSystems, Inc. CLOSING STATEMENT THIS SYNOPSIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, interested parties may identify their interest and capability to respond to this notice. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement. Responses to this notice shall contain sufficient information to establish the interested parties' bona-fide capabilities for fulfilling the requirement and include: unit price, list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov. All responses must be received by the closing date and time of this announcement and must reference the solicitation number, HHS-NIH-NIDA-SSSA-NOI-16-700.
