- Provisions and Clauses (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. APG-ADL-B.5152.206-4400 INTENT TO SOLICIT ONLY ONE SOURCE (FEB 2015) The proposed contract action is for supplies or services for which the Government is soliciting and negotiating with only one source under the authority of FAR 13.106-1(b)(1)(i) Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available.The name of the company the Government intends to award a contract to is Thermo Fisher Scientific, 120 Bishops Way Suite 100, Brookfield, WI, 53005-6214. This notice of intent is not a request for competitive proposals. However, the Government will consider all proposals received prior to the closing date and time of this solicitation. (End of clause) (ii) The solicitation number is W911QX-16-T-0290.This acquisition is issued as a Request for Quotation (RFQ). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-90, effective August 2016. (iv) The associated NAICS code is 334516. The small business size standard is 1,000 employees. (v) The following is a list of contract line item number(s) and items, quantities and units of measure, (including option(s), if applicable): CLIN0001 - Annual Preventive Maintence and On-demand repairs, PoP 31 July 2016 - 30 July 2017 CLIN0002 - Annual Preventive Maintence and On-demand repairs, PoP 31 July 2017 - 30 July 2018 CLIN0003 - Annual Preventive Maintence and On-demand repairs, PoP 31 July 2018 - 30 July 2019 CLIN0004 - Annual Preventive Maintence and On-demand repairs, PoP 31 July 2019 - 30 July 2020 (vi) Description of requirements: The Contractor shall provide annual preventive maintence and on-demand repairs for all components of the Nicolet is50 FTIR/Raman system, including the following: • Nicolet iS50R step scan FTIR spectrometer (s/n AUP1500162) • Liquid nitrogen (N2) cooled mercury-cadmium-telluride-A (MCT-A) detector • Continuum IR microscope mainframe (s/n AHL1502224) • iS50 Raman module (s/n AWW1500168) (vii) Service PoP's are as follows: 31 July 2016 - 30 July 2017 31 July 2017 - 30 July 2018 31 July 2018 - 30 July 2019 31 July 2019 - 30 July 2020 Performance shall be at Aberdeen Proving Ground, Aberdeen, MD, 21005. Acceptance shall be performed at Aberdeen Proving Ground. The FOB point is Destination. (viii) The provision at 52.212-1, Instructions to Offerors - Commercial, applies to this acquisition.
