- NASA/Goddard Space Flight Center has a requirement for continued expert support for ongoing research and development activities in the area of time-of-flight mass spectrometer (TOF-MS) instrument design and testing, in support of planetary mass spectrometer mission opportunities. Overall research and development goals are to develop a miniature, high-resolution TOF-MS investigation for future exploration and to test instrument configurations to validate and optimize the design for specific mission opportunities. The objectives of this new phase are to optimize the prototype TOF-MS for more advanced performance and to consider follow-on TOF-MS designs. The type of work includes onsite and offsite support of experimental science activities, design and testing of TOF-MS apparatus, and participation in data acquisition, reduction, processing, and interpretation, including reporting of results. NASA/GSFC intends to issue a sole-source Request for Proposal (RFP) to C & E Research, Inc. The estimated period of performance for this firm fixed price (FFP) contract will be for one year from date of award. The Laser TOF-MS prototype has been developed by partners at C&E Research, Inc. (CERI). Based on years of successful developments of miniature TOF-MS instruments, CERI possesses the unique capabilities and original, patented concepts required by and leveraged by this effort. The particular phase of the effort requires both testing and optimization of the Laser TOF-MS prototype as well as design and simulation of future concepts based on this prototype, to achieve the highest possible mass resolution in an extremely compact form factor. Achieving these relies on CERI's expertise as it adapts demonstrated CERI designs to new operating modes while maintaining the same sampling and detection interface and overall control approach. CERI developed the basic design and hardware for this system, assembled it in-house, and is the only source with the particular knowledge required to carry out this follow-up work. Statutory authority for this procurement is 10 U.S.C. 2304(c)(1)--Only One Responsible Source. However, organizations who believe they can provide these services without any detrimental impact to the program schedules supported by this work should fully identify their interest and capabilities within 15 days after publication of this synopsis. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on September 27, 2016. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. All responsible sources may submit an offer which shall be considered by the agency. Oral communications are not acceptable in response to this notice. The Government does not intend to acquire a commercial item using FAR Part 12. NASA Clause 1852.215-84, Ombudsman, is applicable.
