- The purpose of this modification is to address the following questions: 1. Would your agency consider a proposal that covers only the services described in sections 1.0 through 1.3? The response to question 1 is "no". 2. Are you aware of any requirements regarding the turnaround time for shipment of the quantified DNA extracts, requirement to have extracts normalized to a single specified concentration or any other technical points or capabilities the Offeror should address in preparing its proposal? The response to question 2 is as follows: Vanderbilt University is the only institute that has the database for the SWHS and SMHS, and that has possession of the buccal cell samples for subjects from these cohorts. 3. Could you let me know if this requirement involves genetic sequencing? The response to question 3 is as follows: These buccal cell samples are in the sole possession of Vanderbilt University, and as such Vanderbilt is the only institute that is capable of extracting DNA from these samples. There is no other institute that has possession of these samples, and Vanderbilt would not allow any other institute to obtain access to these samples and extract DNA, since Vanderbilt coordinates and extracts DNA in its laboratory for all samples from these two cohorts to ensure that the DNA is scientifically comparable for all analyses these samples are used for. Therefore, the potential Offeror could not develop a technically acceptable proposal. Further, Vanderbilt University is the only institute that has the database for the SWHS and SMHS, which is a critical component of this procurement and as such the Offeror could not develop a technically acceptable proposal to accomplish this task of the procurement as well. This procurement to Vanderbilt does not require gene sequencing.
