- Pursuant to Federal Acquisition Regulation (FAR) part 5.2, the Drug Enforcement Administration (DEA) recently executed a modification to an existing contract for additional Subject Matter Expert (SME) services under contract DJD-13-C-0034. The prime contractor is Abbott Informatics. The contract action increased the SMEs from four (4) positions to nine (9) positions. The contract's primary objectives are to continue the configuration of the STARLiMS COTS product based on a prioritized list of configuration items following the agile methodology as well as provide STARLiMS training to approximately six laboratories, a Training Laboratory, and additional locations. The contract's primary objectives also include maintaining the established production implementation schedule, providing a seamless transition from the legacy laboratory applications to the paperless, automated turnkey LIMS solution. The SMEs provide consulting services for the DEA's Laboratory Information Management System (LIMS). Pre-qualification requirements: SMEs shall cumulatively possess the following skills and attributes, and each must possess a minimum of four (4) from the list below: Knowledge and experience with all aspects of STARLiMS v10 Forensic application, including: configuration, testing, implementation, deployment, and operations and maintenance (note: ALL Senior SMEs must possess this qualification); •Knowledge of ISO/IEC 17025:2005 standards and ASCLD/LAB International Supplemental requirements; •Knowledge and experience with AFIS and IAFIS systems; •Knowledge of SWGDRUG, SWGDE and SWGFAST recommendations; •Knowledge and experience with the STARLiMS v10 Inventory Management module including: configuration of the module, and bar-coding to support the successful implementation of this module; •Knowledge and experience with analytical instrumentation and equipment used in controlled substance/drug analysis and various output of such devices; •Knowledge and experience with data and system security including network security, encryption protocols, and electronic signature •Knowledge and experience with the phasing out and/or replacement of legacy forensic systems with the STARLiMS v10 Forensic application; •Knowledge and experience with the implementation and integration of the SDMS software and STARLiMS in order to automate the population of results from analytical instrumentation with varying outputs (PDF, CSV, etc.); • Knowledge and experience with Mettler-Toledo balances and LabX® software The DEA will also be releasing a sources sought notification early in either October/November 2016 for market-research purposes for a potential follow-on contract for SME services to further advance the DEA's LIMS software. The current referenced contract expires in late September, 2017.
