- DRAFT SOW Roofing ID/IQ SOURCES SOUGHT SYNOPSIS 1. THIS IS A Sources Sought Notice ONLY. The Mission and Installation Contracting Command - Fort Lee (MICC-Lee), Virginia is seeking the interest of potential and eligible 8(a) and HUBZone contractors located within or having a branch office located within the geographical boundaries of Virginia, with an interest and the resources to support this requirement for minor construction for an Indefinite Delivery/Indefinite Quantity (ID/IQ) roof repair, maintenance, alteration, and replacement contract. 2. This notice is issued solely for information and planning purposes - it does not constitute a Request for Quote (RFQ)/Invitation for Bid (IFB)/Request for Proposal (RFP) or a promise to issue an RFQ, IFB or RFP in the future. This notice does not commit the U.S. Government to contract for any supply or service. Further, the U.S. Government is not seeking quotes, bids or proposals at this time and will not accept unsolicited proposals in response to this sources sought notice. The U.S. Government will not pay for any information or administrative costs incurred in response to this notice. Submittals will not be returned to the responder. Not responding to this notice does not preclude participation in any future RFQ or IFB or RFP, if any is issued. If a solicitation is released, it will be synopsized on the Government-wide Point of Entry. It is the responsibility of potential offerors to monitor the Government-wide Point of Entry for additional information pertaining to this requirement. 3. The NAICS code for the proposed competitive procurement is 238160 and the size standard is $15M. The maximum estimated ordering amount is $22,500,000 with a minimum ordering amount of $25,000. The description of work will be identified in each individual task order. The anticipated contract length is a five-year ordering period. 4. A continuing need is anticipated for the roofing contract which is currently being fulfilled through the current contract # W91QF5-16-D-0004. Attached is the draft Statement of Work (SOW). 5. Submittal Information: It is requested that interested businesses submit a capabilities statement (no more than 10 pages in length, single-spaced, 12-point font minimum) demonstrating ability to perform the services listed in the attached performance based work statement. This documentation must address, at a minimum, the following: (1) Title of the project you are responding to; Company Name; Company Address; Company Business Size and Socioeconomic Status; and Point-of-Contact (POC) name, phone number, and e-mail address. (2) Statement regarding capability to provide the requested construction services, which shall meet industry standards and Richmond, VA building codes as well as your ability to provide a 10-year Full Recoat System complete warranty. (3) Experience performing efforts of similar size and scope within the last three years, including contract number, organization supported, indication of whether as a prime or subcontractor, contract values. 5. The capability statement shall be sent by e-mail to: Sharon R. Deadline: Submissions must be received at the office cited no later than 11:00 a.m. EST on Friday, 14 October 2016. Questions or comments regarding this notice may be addressed to Sharon R. Hilliard at Sharon.r.hilliard.civ@mail.mil. 7. Additionally, feedback is encouraged on the Draft Statement of Work (SOW). Please submit comments to the Draft SOW and/or sample task including how the Army can best structure these contract requirements to facilitate competition by and among small business concerns. 8. Identify any condition or action that may be having the effect of unnecessarily restricting competition with respect to this acquisition. Please contact the MICC Advocate for Competition, Scott D. Kukes, at scott.d.kukes.civ@mail.mil or 210-466-2269, if you believe that this action is unreasonably restricting competition. Include the subject of the acquisition, this announcement, and the MICC POC information from the FedBizOpps notice. Provide the specific aspects that unreasonably restrict competition and the rationale for such conclusion. 9. Recommendations to improve the approach/specifications/draft SOW to acquiring the identified items/services. PLEASE NOTE: A payment bond and an alternative method of payment protection, including any necessary reinsurance agreements will be a required in any resultant solicitation, in the amounts listed in FAR 28.102-2.
