Blue Ridge JCC is both a resident and nonresident center. On-Board Strength (OBS) consists of 160 resident females students, two (2) nonresident male students, and 30 nonresident female students. Career Technical Training Offerings consist of only medical-related career occupations. Direct Outreach and Admissions (O/A) IS NOT applicable. Concurrent Training IS applicable. Career Transition Services (CTS) IS NOT applicable. Both a pre-proposal conference and site visit are scheduled per RFP Section L.6.C. and D. The date and location are provided in the RFP. All interested participants in the conference and visit must email a "Notice of Intent" to attend the pre-proposal conference and on-site visit. Email notice shall be sent to Walt Blaney (CTR) @ blaney.walter.a@dol.gov, as detailed in Section L.6.D. of the RFP. All Requests for Clarification (RFC questions) must be received in writing as specified in the RFP, Section L.8. This RFP is solicited under "100% Small Business Set-Aside" competition. The resultant contract will be a Cost-Plus-Incentive-Fee (CPIF) contract for a 2-year base period of performance commencing 01 APR 2017 (NOTE: Transition-In, if applicable, is 01 MAR 2017 thru 31 MAR 2017) and (up to) three 1-year option periods, plus FAR 52.217-8 -- Option to Extend Services (if needed). Job Corps is a national residential training and employment program administered by the U.S. Department of Labor to address the multiple barriers to employment faced by disadvantaged youth throughout the United States. Job Corps was originally established by the Economic Opportunity Act of 1964; current authorization for the program is authorized under the Workforce Innovation and Opportunity Act (WIOA) of 2014. Job Corps provides comprehensive career development services to students including academic, career technical, career success and independent living skills, career readiness training, and support services. The unique combination of services provided in Job Corps is intended to prepare youth to obtain and hold gainful employment, pursue further education or training, or satisfy entrance requirements for careers in the Armed Forces.
