- A.The Contractor: Shall furnish all labor, material, equipment, and supervision to repair an aboveground storage tank (AST) at the Fort Bliss National Cemetery. B.The Work: The Work shall include, but shall not be limited to the following (not necessarily in the order indicated): 1.The Contractor shall remove and dispose of the existing two (2) fuel pumps, furnish and install (2) new tank-mounted consumer pump packages including fuel dispensing pumps, meters and hanging hardware for the Convault 1,000-gallon split tank including necessary electrical connections. (There is existing AC electrical service to the tanks.) The unleaded gasoline pump, meter, and cabinet unit shall be the Fill-Rite FR702VRU or approved equal providing 15+/- gallons per minute (gpm). The diesel pump unit shall be the Fill-Rite FR311V or approved equal providing 29+/- (gpm) with Series 901 meter or approved equal. All dispensers shall have an appropriate and accessible filter and shall carry a 2-year manufacturer's warranty. Provide and install a new 3/4-inch hose for the unleaded and 1-inch hose for the diesel product; nozzles; breakaway swivels; and hanging hardware. 2.Remove and dispose of existing vent clock gauge alarm boxes and install two (2) new Morrison Brothers MB91801000AA clock gauge alarm boxes or approved equal. 3.Because the tanks are less than 1,100 gallons, they are not regulated by the Texas Commission on Environmental Quality (TCEQ). The Contractor shall still complete all required tests after all connections are completed in accordance with manufacturers' instructions. 4.Haul away & dump debris and waste to an approved disposal site. 5.Thoroughly clean up the work area at the end of each day's work, and at completion of the project. Leave premises clean and free of waste, scrap, used equipment, or other material intentionally or incidentally delivered to the site by Contractor or Contractor's personnel. 6.Protect the surrounding turf, structures, and facilities from damage by construction equipment traffic. C.Time of Completion: The project shall be completed within 30 calendar days after contract award. Contractor shall submit a detailed project schedule to the COR at most five (5) business days after Notice to Proceed. Work outside of the Cemetery's normal operating hours of 8:00 am to 4:30 pm shall be permitted only by approval of the COR and only in order to meet the Period of Performance. D.Contractor Quality Control: The Job Site Superintendent will: a) review and approve submittals, b) inspect the quality of work performed, and c) certify the completed work for payment and other purposes. E.Code Compliance: It shall be the Contractor's responsibility to comply with all the applicable local, state and federal laws and regulations. The Contractor shall apply and obtain all applicable permits to comply with local, State and Federal regulations and requirements including, but not limited to, NFPA 30, NFPA 30A, NFPA 395 & NFPA 70. F.Contractor Experience Requirements: 1.Offers will be considered only from contractors who are regularly established in fuel station pump and meter installation and/or repairs and who in the judgment of the Contracting Officer are financially responsible and able to show evidence of their reliability, ability, experience, equipment, facilities, and personnel directly employed or supervised by them to render prompt and satisfactory service. 2.The Contractor shall be a qualified to installer of the products specified. A qualified installer is familiar with fuel systems installations under the above stated building, fire, and environmental codes and other safety requirements for the particular type of installation. Offers shall include supporting documentation to demonstrate qualifications. 3.Submittals After Award: Submit manufacture's literature and specifications for the all components, equipment, and materials used to perform the work to the COR for review and approval. 4.POC: The Contracting Officer's Representative (COR) for this project is Mr. James Porter, Foreman, Fort Bliss National Cemetery. 5.Project Completion: The project site shall be protected and/or restored to a condition equal to that existing prior to the commencement of work.
