Description

HSTS05-16-F-OIA Justification and Approval - JA-2016-5-1662 The Transportation Security Administration, Office of Acquisition, awarded a sole source contract to RELIX, Incorporated in the amount of $493,506. The Task Order HSTS05-16-F-OIA094 issued under FEDLINK GWAC contract LC14C7121. The circumstance permitting other than full and open competition are prescribed under FAR 16.505(b)(2)(i)(C), the order must be issued on a sole-source basis in the interest of economy and efficiency because it is a logical follow-on to an order already issued under the contract, provided that all awardees were given fair opportunity to be considered for the original order; and FAR 16.505(b)(2)(i)(E), for orders exceeding the simplified acquisition threshold, a statue expressly authorizes that the purchase can be made from a specified source.
