- If providing an alternate offer, this quote adequacy checklist must be completed and submitted with your quotation. Solicitation, including terms and conditions NASA Kennedy Space Center (KSC) has a requirement for a brand name Microtrac PartAn Mini Fine Powder Analyzer – Dry Powders Image Analysis System, (P/N: A4001-N0-0002-0000-0000-S00-1M ) OR EQUIVALENT Fine Powder Analyzer – Dry Powders Image Analysis System – QTY (1 EA). If providing an alternate offer, the salient characteristics of this requirement in the attached solicitation must be met (reference page 27) AND the attached quote adequacy checklist must be filled out and submitted with the quotation. Additionally, the contractor’s quote should specify whether a discount would be offered to the proposed price in exchange for either a trade-in of one existing AnaTec AS FPA L (Serial number 2K0061202) at KSC, or by KSC excessing the item through the equipment module and ensuring that it is properly disposed of through the disposal facility at Ransom Road. If a trade-in is proposed, the vendor should include the cost of shipping back the existing AnaTec AS FPA L in their quote. If a discount is applicable, the quote should specify the total proposed price, amount of the discount if a trade-in is provided or if the existing equipment is disposed of, as well as the total proposed price after the discount. Additional information on the existing item is provided below: Description: AnaTec AS FPA L (serial number 2K0061202) Additional Info – include attachments upgrades to current equipment: Has a Toshiba desktop computer to operate the FPA Original Purchase Price/Date: $75,000 (estimate)/2006 Current Condition: Nonfunctional as the radiation source is expired. This requirement is a total small business (SB) set aside under NAICS code 334516, Analytical Laboratory Instrument Manufacturing, which has a SB size standard of 1000 employees. Offerors shall specify their size status on their quotation for this procurement. This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, which is issued as a Request for Quotation (RFQ); quotes are being requested and a written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-89 and NASA FAR Supplement PN 16-14. The Government intends to acquire a commercial item using FAR Part 12, and the simplified acquisition procedures set forth in FAR Part 13. Offers will be evaluated on a lowest price technically acceptable basis. The evaluated price will be the total price after any trade-in/disposal credit is provided. Please refer to page 28 of the solicitation for further clarification. Questions regarding this acquisition must reference the solicitation number and must be submitted in writing via email no later than 9:00 AM Eastern Standard, Monday, September 19, 2016 to the Contract Specialist, Stephanie Gvozd, at stephanie.n.gvozd@nasa.gov. Prospective quoters shall notify this office of their intent to submit a quotation. It is the quoter's responsibility to monitor this site for the release of amendments (if any). Potential quoters will be responsible for downloading their own copy of this notice and amendments (if any). Quotations must be submitted to the Contract Specialist via email by 12:00 PM Eastern Standard, Wednesday, September 21, 2016. Oral communications are not acceptable in response to this notice.
