- The National Institute of Environmental Health Science (NIEHS) intends to award a Purchase Order to Blackrock Microsystems at 630 Komas Dr. Suite 200, Salt Lake City, Utah for the purchase of an Electrophysiology Digital Headstage System to be used in conjunction with compatible in vivo electrophysiology systems currently in use by the neurobiology laboratory at NIEHS. The North American Industry Classification System (NAICS) Code is 334510 with a size standard of 1,250 employees. THIS IS A NOTICE OF INTENT TO AWARD AS A SOLE SOURCE, NO SOLICITATION OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE. This notice is being published in accordance with Federal Acquisition Regulation (FAR) Part 5.201 and 5.204 requiring notice of a proposed contract action. This notice of intent is NOT a request for competitive proposals. The statutory authority for this sole source action is 41 U.S.C. 253(c)(1) as implemented by FAR 6.302-1: only one responsible source and no other supplies or services will satisfy agency requirements. It has been determined that Blackrock Microsystems is the only known responsible source capable of providing the required supplies and no other supplies will satisfy the agency's requirements. The purpose of this acquisition is to obtain a digital headstage system to go with the current in vivo electrophysiology system in use by the neurobiology laboratory. The lab performs in vivo electrophysiology experiments in awake, behaving animals. The success of these experiments has been limited by the heaviness of the analog headstages which are too heavy to allow the animals to behave normally. Therefore, a lightweight digital headstage system is needed for the in vivo electrophysiology system. The system currently in use in the lab is the Cerebus system from Blackrock Microsystems. Based on the program office's survey of the sources in the market, the digital headstage system manufactured by Blackrock Microsystems is the only equipment that is compatible with the current Cerebus system that the lab uses. Equipment from another company would not be compatible with the current system. Therefore, Blackrock Microsystems is the only source capable of providing the needed equipment. Blackrock's digital headstages are the lightest digital headstages on the market (weighing 1 g), thus allowing animals the most mobility during experiments, and they are the only digital headstages available that also have an embedded 9-D accelerometer, magnetometer and gyroscope, thereby permitting acquisition of a wealth of information on the animals' head direction and rotation. This notice of intent is NOT a request for competitive proposals. However, the Government shall consider all responses received within 2 (two) days of this posting, September 16, 2016, at 5pm EST. Interested parties may identify their interest and capability to respond to the requirement. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. NIEHS will not be responsible for any costs incurred by interested parties in responding to this notice. If no affirmative responses are received by the date and time specified, an award will be made to Blackrock Microsystems, a small business.
