- J&A The Department of Labor, Mine Safety & Health Administration, intends to award a sole source contract under the authority of U.S.C.253(c)(1), as implemented by FAR 13.106-1 (b)(1) - Soliciting from a single source for purchases not exceeding the simplified acquisition threshold, to Innovative Wireless Technologies, Inc., 1100 Main Street, Lynchburg, VA 24504-1717 for the delivery of multiple components which are essential for the proper use of MSHA's Underground Communication System developed by Innovative Wireless Technologies (IWT). These computer servers and backup servers will be placed in both of MSHA's Mobile Command Centers and Engineering Trailer, which are utilized in the event of mine emergency situations across the United States. The server and backup server will be installed with software developed by IWT, but also will be permanently installed within MSHA's two (2) Mobile Command Centers and MSHA's Engineering Trailer. These computers shall be Dell Precision 7710 Laptops installed with IWT mTracker software, which is solely for the purpose of operating the Underground Communication System. It should be noted, beyond the hardware, the Servers and Backups come with IWT proprietary software that is essential for the Communication System Operation. The Software is unique to the Communication System. This Software has been tested with specific hardvare platforms and has been configured not only to optimize performance but to avoid problems that occur when using computing platforms. This action will result in a firm fixed price contract. The period of performance will commence on or about ninety days after award. The NAICS code for this requirement is 334220 with a size standard of 750 employees. This Notice of Intent to award a sole source contract is not a request for competitive proposals. There is no solicitation document. No RFP will be available for competitive proposals. Phone calls will not be accepted.
