- THIS IS A NOTICE OF INTENT TO SOLE SOURCE, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The Jacksonville District, US Army Corps of Engineers (USACOE) intends to negotiate on a noncompetitive basis in accordance with FAR 6.302-1(a)(2) "Only one or a limited number of responsible sources and no other supplies or services will satisfy agency requirements" to Cetacean Logic Foundation, Inc. (CLF) 2022 Spyglass Lane New Smyrna Beach, FL, 32169-2070, to provide coastal hydrology and modeling services to the REstoration COordination & VERification team (RECOVER) of the US Army Corps of Engineers to provide hydrology and salinity analysis and modeling services in support of coordination. The work products for this project will be used to set the GE and SCS sub-team performance measures and determine the effect of CERP improvements on the aquatic resources (GE Sub-team) and the estuarine resources (SCS sub-team). The estuarine models rely on hydrologic inputs from the freshwater marsh models, and the freshwater models rely on the output from the estuarine models for setting model boundary conditions. Previous work efforts on coordinating performance measure development and modeling by the GE and SCS Sub-teams include the adopted (2007) GE-12 Coastal Salinity Gradients Performance Measure and a draft SCS Sub-team stage performance measure. The contractor will provide the hydrology and salinity analysis and modeling services in support of coordinating the missions of both the GE and SCS sub-teams in the Everglades. This service will be delivered to the Jacksonville District, USACOE. FSC Code is R499, NAICS Code is 541330, and Size Standard is $15 Million. The sole source determination based on CLF being the only eligible company that can deliver the desired service without resulting in substantial duplication of costs to the Government that is not expected to be recovered through competition. This Notice of Intent is NOT a request for competitive proposals. Parties may express their interest; accompanied by supporting literature, to the Contracting Officer no later than September 26, 2016 C.O.B. Responses should be sent to jesse.lugo@usace.army.mil. Telephone responses will not be accepted. Information received will be for the purpose of determining whether or not to conduct a competitive procurement. The determination to conduct a competitive procurement based on responses to this notice is solely within the discretion of the Contracting Officer.
