Description
LMP is one of the world's largest Enterprise Resource Planning (ERP) implementations, leveraging SAP® technology to fully integrate the Army's supply chain activities. LMP consists of a fully-integrated suite of software and business processes that enable the Army to streamline the maintenance, repair, and overhaul, supply chain planning, acquisition and supply of weapon systems, spare parts, services, and materiel to Army users deployed world-wide. It provides the Army with the data in a real-time, usable manner necessary to manage a multi-billion dollar inventory with tens of thousands of vendors, and is integrated with more than 70 Department of Defense systems. Support is required to provide transition out services for six tasks during the Period of Performance (PoP) of 01 January 2017 to 31 March 2017. This effort is to be a bridge between the performance period end of one contract and the award of a new contract approximately nine months in duration. The PoP 01 January 2017 through 30 June 2017, with a three-month option period of 01 July 2017 through 30 September 2017. This bridge effort will allot the time needed to provide for a 90-day transition out period and to complete the acquisition process to award the follow-on contract while avoiding a break in critical services. TASK 1: Management Support Services The Contractor shall provide program planning and support by attending Integrated Product Team (IPT) meetings, preparing program documentation, and participating in planning and program review efforts. The Contractor shall review and prepare program documentation as requested. The Government requires Contractor personnel to coordinate with Government personnel for information gathering and planning purposes. The Contractor shall assist LMP personnel in the development and maintenance of databases and spreadsheets that support programmatic and administrative activities. The Contractor shall provide a Product Manager point of contact who will interact with Contractor employees to ensure they provide necessary support to LMP and are properly recognized for their efforts. This Product Manager will (1) ensure that monthly reports and invoices are provided to the LMP Product Management Office (PMO) in the required timeframe and (2) provide analytical support with "Estimate-to-Complete" reports as requested by the Contracting Officer's Representative. The Contractor shall provide communication services to include, as requested, the preparation of weekly newsletters, publication of LMP successes, articles in Government and Industry trade journals, and other communication materials as necessary for sustaining, monitoring, measuring, and improving the LMP. The Contractor shall attend Army ERP Systems Integration IPT meetings as requested by the PdM LMP in the National Capital Region. The attendee(s) shall provide immediate feedback and highlight any required follow-up actions to the PMO. The representative will research, prepare, and present LMP briefings and perform other liaison tasks as requested by the PdM LMP. TASK 2 - Financial Support Services The Contractor shall provide life cycle cost estimating services to support financial reporting and budget preparation. Services include participation in Working-Level Integrated Process Teams and the development of key program documents to support the OSD decision process, such as the Enterprise Risk Assessment Methodology and the Investment Review Board. TASK 3 - Technical Support Services The Contractor shall perform studies and analyses relating to technical and other programmatic issues. The Contractor shall prepare required management documents by analyzing program data, objectives, performance requirements, and prime contract requirements. The Contractor shall assist in the development and scheduling of new LMP solution functionality. Familiarity with Government Turnaround Documents is required. Technical assistance for the studies and analyses may be required of the subject matter, technical, consultant, and functional experts periodically during the period of performance. The Contractor will assist with the implementation of process control and standardization using the Capability Maturity Model. Contractor shall provide acquisitions, cataloging, and provisioning expertise in order to assist the PMO with daily activities. As requested, the Contractor shall analyze information to determine the maximum efficiency, effectiveness, and optimization of network resources and bandwidth. Studies may include systems analyses, planning, strategy, network assessment, development, and design and installation relating to IT system and services, including computer systems and networks. The Contractor shall assist PdM LMP with the day-to-day process management and execution of data cleansing and readiness activities. Support in this area may include (1) participating in key program meetings and decisions regarding data cleanup, (2) assisting in the prioritization of critical clean-up/readiness activities, and (3) providing guidance to selected government data management stakeholders. The Contractor shall advise LMP PMO Functional Solution Leads, AMC Data Object Owners, and Deployment Site Process Owners with management of critical data migration life cycle activities such as data clean-up planning, understanding of key data/process integration points, data specific scenario testing, data validation activities, and program level issue resolution processes. As requested, the Contractor shall advise the government on data and process integration points. Support in this area may include (1) participation in key data migration issues and business decisions, (2) consultation with SAP® business consultants and AMC stakeholders on specific business decisions, and (3) white paper/briefing development on selected high-level program integration issues. The Contractor shall provide functional and technical support to the PdM LMP and "LMP Chief - Quality Assurance" to maintain a Quality Assurance program across all the LMP business areas. Support in this area shall include (1) senior technical expertise (2) advice and briefing support on functional and technical issues, including integration under Program Executive Office Enterprise Information Systems with other ERP programs, (3) participation in development and review of test scripts and test scenarios, and (4) advice and assistance with LMP strategy and evaluation for Federal Financial Management Improvement Act compliance. As requested, the Contractor shall provide technical services to support the evaluation of claims or requests for equitable adjustments. TASK 4 - Business Transformation Support Services The Contractor shall assist in the development and review of enterprise expansion plans for the LMP and provide recommendations for implementation with a focus on effective business transformation of logistics processes. The Contractor shall provide assistance in business transformation to the modernized environment. Contractor shall demonstrate familiarity with SAP® business processes to assist in the Enterprise Mapping and Role Planning projects conducted within LMP. The Contractor shall assist in the development and presentation of user and expert user course materials. The Contractor shall provide liaison services to support LMP deployment site management, client interface, and communication between the LMP PMO and various AMC organizations as the LMP enterprise expansion and solution enhancements continue. The Contractor shall provide business transformation and readiness support across all LMP business areas during the respective deployment cycles of the AMC Major Subordinate Commands (MSCs). Support in this area shall include (1) briefing support to the MSC's Material Management, Acquisition, Depot Operations and Financial organizations, (2) readiness support to each MSC Deployment Task Force, (3) a conduit back to LMP PMO for issues and requirements for all business areas, (4) coordination of Business Transformation efforts at the AMC deployment sites, (5) development and maintenance of organizational Process and Role Maps, and (6) input to government education and training activities in support of LMP. The Contractor shall provide functional area technical expertise and support to LMP deployed sites, assisting government management, users, and future users in understanding and working through issues and problems associated with the LMP modernized services in all of the business areas. TASK 5 - Contract Management Support Services The Contractor shall assist in the enterprise acquisition, contract and task order planning to execution processes. The contractor will develop, maintain, and provide ordering guides and Acquisition Requirements Packages (ARP) templates in an effort to standardize the documentation process for all customers. The contractor will provide full support to the PM AESIP Portfolio including AESIP Hub, Global Combat Support Systems - Army, and Logistics Modernization Program (LMP). This includes development of ARP documents in collaboration with program personnel. Additionally, the contractor will provide advisory services to Army Shared Services Center and Army ERP Stakeholder Organizations (e.g., Fort Hood, Joint Munitions & Lethality Command) relative to implementation of the Army ERP Services Acquisition Strategy. TASK 6 - Administrative Support Services The Contractor shall assist the LMP PMO with meetings, reports, and other administrative activities associated with the project office operations. The Contractor shall have the capability to provide briefing and graphic support to the PMO at various work sites. The Contractor personnel will assist in supporting communications regarding LMP Business Transformation. The Contractor shall provide administrative services to support the evaluation of claims. TASK 7 - Transition The objective of this task is to provide migration of current activities performed by the incumbent Contractor to a successor Contractor and redesigning the current approach to align with requirements. Transition out entails the transfer of and assumption of responsibility for project documentation, resources, assets, and performance. It also includes the implementation and readiness of capabilities necessary to all aspects of performance, assumption of current technical and management approaches, audit reviews and readiness all without disruption of schedule, increased costs, and degradation to performance, the need for increased Government oversight, or the likelihood of unsuccessful performance. 1.
