Description

This is a Combined Synopsis/Solicitation for commercial items prepared in accordance with the format in FAR 13.5, as supplemented with additional information included in this notice. This announcement constitutes the only Solicitation; quotes are being requested, and a written Solicitation will not be issued. Solicitation number VA248-16-Q-1773 is issued as a Request for Quotation (RFQ). The attached solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-88-1/07-22-2016. Only emailed requests received directly from the requester are acceptable. Responses should be sent to tamela.grandberry@va.gov. No telephone responses will be accepted. NAICS and Set-aside: The NAICS is 812930 and the small business size standard is $38.5 million. This procurement is 100% set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs). Any firm that is not considered a small business under this NAICS code should not submit a response to this notice. To receive consideration as SDVOSB the firm must be registered and verified in the VIP database at www.vip.vetbiz.gov. The government anticipates awarding a Firm Fixed Price Award. An award will be made to lowest price quote which conforms to the requirements within this solicitation and represents the best value to the government. The Service Contact Act, Wage Determination number 2005-2113, Rev. 18, Date 01/05/2016 is applicable to this contract. For further details, access the relevant wage determination at www.wdol.gov. Description of Services requested: The Veterans Health Administration, Network Contracting Office 08, North Florida/South Georgia, Veterans Health System, requires the following services: Valet parking and Offsite Parking lot with Shuttle services for the North Florida / South Georgia Veterans Health System, Jacksonville Outpatient Clinic at 1536 N. Jefferson Street, Jacksonville, Florida for an initial period of one (1) base year and four (4) option years. To receive a government award, the contractor must be currently registered in System for Award Management (SAM) at www.sam.gov. Submitting Quote: Contractor shall fully complete, sign, and submit the attached RFQ document and include a copy of any relevant certifications and licenses along with their quote. Quotes must be received September 30, 2016 by 1630 EST. All quotes must be submitted by electronic submission in reference to VA248-16-Q-1773 to tamela.grandberry@va.gov. Quotes received after the exact time specified in the solicitation are considered late and may be considered if the action would not unduly delay the acquisition. All questions regarding this solicitation must be submitted to the Contracting Specialist in writing (email is preferred).
