- Description
- The Bureau of Reclamation (Reclamation), Lower Colorado Region, has a requirement for Davis Dam Unit Breaker Replacement, Parker-Davis Project, Arizona-Nevada. This acquisition is for the design and installation of five draw out type Generator Circuit Breakers and associated equipment. The project will be to procure and install five 15.5kV 3000A generator rated vacuum breakers at Davis Dam. This is to include the modification of the existing iso-phase bus on units 1, 2, and 4 to accommodate the new switchgear. The breakers will need to have remote open/close capability and remote racking capability and be connected to the existing Protection/SCADA systems in the control room. Additionally, in the breaker cabinet new current and potential transformers would be installed and connected to the SCADA system. Before the new switchgear is turned over to the Government the maintenance crew at Davis Dam will need to be trained in the operations and maintenance of the new equipment. Principal features of the work include the following: a. Remove two 15.5-kV Unit circuit breakers (J3A, J5A). b. Furnish and install five indoor metal-clad unit switchgear assemblies with generator-service circuit breakers (designated J1A thru J5A), one each per lineup. Includes: a. Two current transformers per phase on each side of the unit circuit breakers for a total of twelve current transformers per unit circuit breaker. b. One sync potential transformer w/ lockable secondary switch per phase on the system-side of each unit circuit breaker for a total of three potential transformers per unit circuit breaker. c. Modify existing isolated-phase bus and furnish and install new isolated-phase bus as needed to connect new circuit breakers to existing isolated-phase bus. d. Remove current transformers/potential transformers located in the iso-phase bus. e. Furnish spare parts and special tools as required, including one complete spare circuit breaker assembly. Include listing with all parts and tools including part number, price, catalog number, part description, and reference drawing number. f. Furnish parts, adapters or equipment required to perform the field tests (Leakage, Gauge, Stored Energy System, Electrical Resistance of Current Path, Clearance and Mechanical Adjustment, Timing, and Power Frequency Withstand Voltage) not currently in possession of Davis Dam. g. Provide as-built drawings containing all the wiring information for the cables. h. Perform operator/maintenance training on newly installed equipment. Davis Dam is located approximately 3 miles north of Bullhead City, Arizona, in Mohave County. This requirement will be set-aside for small businesses. The North American Industry Classification System (NAICS) code for this acquisition is 335313 Switchgear and Switchboard Apparatus Manufacturing and a small business size standard of 1,250 employees. The estimated price range is between $1,000,000 and $5,000,000. The overall performance period is estimated from January 31, 2017 to March 8, 2018. It is anticipated that the solicitation, in the form of a Request for Proposal (RFP), will be issued on or about October 05, 2016, with offers due thirty (30) days after, on November 03, 2016. No documents will be available until the solicitation is issued. The solicitation will only be issued electronically via https://www.fbo.gov/. The Government reserves the right to issue the solicitation on paper or CD if the FedBizOpps (FBO) web site becomes inoperable or if the Contracting Officer determines it is in the Government's best interest to do so.
