Form 3002 Disclosure of Lobbying Activities Instructions to Offerors Deliverable Timetable QASP DD 1423 DD 1423 DD 1423 Redacted J&A Performance Work Statement Solicitation Request for Proposal W15QKN-16-R-0145 This is a combined synopsis/solicitation for commercial item prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, proposals are being requested. The Government intends to fulfill this requirement via a Sole Source, Firm-Fixed-Price (FFP), contract with SIMmersion, L.L.C., Columbia MD 21046, pursuant to 41.U.S.C.1901 "Only one responsible source and no other supplies or services will satisfy agency requirements" as implemented by FAR 13.5 purchases exceeding the simplified acquisition threshold. If the Contracting Officer determines that the circumstances of the contract action deem only one source reasonably available. All responsible sources may submit a proposal in response to this combined synopsis/solicitation which will consider by the agency. The contractor shall develop Investigative Interview Training software which will include an IMI module on interview skills and techniques. The contractor shall provide the necessary system engineering, design engineering, hardware, software, personnel, supervision, management, materials, services, equipment, facilities, testing, technical, logistics, and clerical support to perform the tasks within the Performance Work Statement (PWS). The procurement is 100% sole-source to SIMmersion LLC, applicable NAICS code is 511210 and the PSC code is D308. Solicitation number W15QKN-16-R-0145 is being issued as a Request for Proposal (RFP). Responses to this RFP must be signed, dated and received via electronic mail to the contracting specialist, Ms. Jennifer Rockefeller, no later than 11: 00 AM Eastern Standard Time (EST) on 26 September 2016. The response should be marked with Solicitation Number W15QKN-16-R-0145.
