- ***NOTICE OF INTENT TO SOLE SOURCE*** The Department of State Office of Acquisitions Management, on behalf of the Office of Opinion Research issues this special notice of its intent to negotiate a sole source purchase order with The Opinion Research Business Ltd for a nationally representative survey conducted via face-to-face interviews across 10 cities throughout Somalia. The Government has determined that this contractor is the only source that can perform the required services and at a reasonable price. The contractor is responsible for the following: Designing an appropriate sample; Translating, back-translating, formatting, and printing the questionnaire submitted by the Office of Opinion Research; Conducting a pretest; Managing fieldwork; Coding questionnaires, entering data, checking and cleaning the data; and Providing required deliverables: detailed sampling design, translation and back-translation of questionnaire, pretest report, final field version of questionnaire and show cards, marginal frequencies, data in ASCII and SPSS formats, codebook, methodological report, contact sheets for selected interviewers, copies of 10 completed field questionnaires, and additional supporting documentation as necessary. If your firm would like to be considered, respond to this requirement by submitting written capabilities/specifications (1 page only) to the Contract Specialist at the email address provided. This notice of intent is not a request for competitive quotes; however, all responses received within 3 days from the date of publication of this synopsis will be considered by the Government. A determination by the Government whether a competitive procurement is feasible may be based upon responses to this notice and is solely at the discretion of the Government. If no affirmative responses are received within 3 days of this notice to determine whether a qualified source is more advantageous to the Government, an order will be placed with the contractor identified in this notice.
