- THIS IS A REQUEST FOR INFORMATION (RFI) ONLY for fabric with integrated conductive fibers and integrated overlayments which are capable of meeting the basic requirements described below. This is not a Request for Quotation (RFQ), Request for Proposal (RFP) or an Invitation for Bid (IFB). It is a market research tool being used to determine the availability and adequacy of potential sources for planning purposes only. Responses to this notice are not considered as offers and cannot be accepted by the Government to form a binding contract. The Government does not intend to award a contract on the basis of responses nor otherwise pay for the preparation of any information presented or the use of any such information. DESCRIPTION: The US Army Natick Soldier Research, Development, & Engineering Center (NSRDEC) is conducting a market survey to identify sources of supply for technologies for sensing heart rate when integrated with clothing and commercial of the shelf (COTS) heart rate transmitters. This includes, but is not limited to, fabric with integrated conductive fibers and integrated overlayments. PdM Soldier Protective Equipment is the product developer for the Integrated Solider Sensor System (ISSS), a Government designed physiological monitoring system, and this RFI is to determine the current availability of conductive fabric and sensor technology in the marketplace that meet the following critical characteristics: 1. Base fabric must be suitable for a light compression type garment 2. Fabric should be breathable and moisture wicking 3. Must meet Berry Compliance requirements (see note below) 4. Ability to be at a minimum to be hand washed with mild soap 5. Shall produce a signal compatible with COTS heart rate monitors (e.g. the Polar H7) 6. Shall not require a band around the chest 7. Shall not chaff or irritate the skin, even when introduced to sweat 8. Shall not contain traditional wires Any interested party may submit any type of material samples and related information in response to this RFI. REQUESTED INFORMATION: Vendors who believe they have technology capable of meeting the above requirements are requested to submit a short (no more than 10 pages total) summary, including Company name and address, Web page URL, point of contact with phone number and e-mail address, DUNS number, Cage Code and a statement regarding any small business designation (if applicable), by the date and to the address noted below. The North American Industry Classification System (NAICS) code is 314999 and the small business size is 500 employees. Respondents should include a description of company's background, experience, and any other information that demonstrates value, performance, and capabilities. Respondents MUST include a statement as to whether the company is domestically or foreign owned. If foreign owned, please indicate country. NOTE: All textile-based technology products (all materials and manufacturing) must comply with Berry Amendment Restrictions (see DFARS 252.225-7012). Material samples in the form of a 12inch x 12inch swatch of sample material, available in any color, are requested. These samples will be used in the aforementioned assessment of currently available materials capable of meeting the requirements described above. Please also include in your submission all material characteristics to include test report(s) and materials data, if available. Test Reports and materials data shall not count against the 10 page limit. Interested parties shall submit requested written information and test reports/materials data to chad.w.haering.civ@mail.mil. ADDITIONAL INFORMATION: This RFI is solely for information purposes and does not constitute a solicitation or the issuance thereof. This notice does not obligate the Government to issue a solicitation and/or award a contract. All information received in response to this RFI that is marked proprietary will be handled accordingly. Any information or sample materials submitted will not be returned, and no payment will be made by the Government for such information or sample materials. Any testing results will be controlled and used for governmental purposes only. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed. Information provided will be used to assess tradeoffs and alternatives available for any potential requirement.
