REDACTED Sole Source J&A ***NOTICE OF INTENT TO SOLE SOURCE*** The Department of State Office of Acquisitions Management (AQM), on behalf of the Office Under Secretary of State for Public Diplomacy and Public Affairs (R), issues this special notice of its intent to award a sole source purchase order in accordance with statutory authority 41 USC 253(c) (2) and FAR 6.302-2, Unusual and Compelling Urgency to I.L. Creations for catering services to include but not limited to coffee breaks and light refreshments during the Global PAO 2016 workshop. The Government has determined that this contractor is the only source that can perform the required services and at a fair and reasonable price. The requirement is to provide, set-up, maintain, and clear morning and afternoon coffee breaks/refreshments for 300 people for each of the five days of the workshop (October 3-7, 2016). All services are to be provided in the lobby of the Department of State, Harry S. Truman (HST) Building, George C. Marshall Center, with the exception of the afternoon of October 5, 2016, when the services are needed in HST’s Delegate’s Lounge. The vendor must have staff that is cleared by Diplomatic Security for unescorted access to HST and can independently bring in, set-up, maintain, and clear all required service materials. This will allow the Office of the Under Secretary for Public Diplomacy and Public Affairs to focus on managing other aspects of the workshop’s logistics and deliver a quality training program for the participants. If your firm would like to be considered, respond to this requirement by submitting written capabilities/specifications (1 page only) to the Contract Specialist at the email address provided. This notice of intent is NOT a request for competitive quotes; however, all responses received within three (3) days from the date of publication of this synopsis will be considered by the Government. A determination by the Government whether a competitive procurement is feasible may be based upon responses to this notice and is solely at the discretion of the Government. If no affirmative responses are received within three (3) days of this notice to determine whether a qualified source is more advantageous to the Government, an order will be placed with the contractor identified in this notice.
