- Justification & Approval Sole Source This J&A is being posted in compliance with FAR 13.501(a)(1)(iii) and FAR 6.305(a), within 14 days after placing an order exceeding the simplified acquisition threshold that is supported by a sole source justification. On September 27, 2016, The National Institute of Allergy and Infectious Diseases issued a purchase order to Saint Patrick Hospital under HHSN272201601397P. This order was issued under the authority of 41 U.S.C. 3304(a)(1), as implemented by FAR 13.501(a), only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized for the justification. The justification document is provided in the attached package.
