Description
RFI for CBEP Thailand Equipment Requests for Information announcements are issued to assist the Agency in performing market research, to determine industry interest and capability. This is not a request for proposal (RFP). Responses to this request are not proposals and cannot be accepted by the Government to form a binding contract. This is not a guarantee of a future RFP or an award. This document should not be construed as a commitment of any kind by the U.S. Government. Any information provided to the Government in response to this document will become DTRA property and will not be returned. The Government will not reimburse contractors for any cost associated with responding to this synopsis. The DTRA CBEP is seeking a contactor to support CBEP's mission of enhancing the Biosafety, Biosecurity, and Biosurveillance capacity in Thailand. The following requirements are intended for delivery/performance at Chulalongkorn, in Bangkok, to include: 1) Laboratory equipment procurement and installation 2) Laboratory equipment repair and maintenance 3) Training on associated equipment All contractors must provide proof of the ability to obtain exemption for Thai Value Added Tax (VAT) and clearly state the mechanism or agreement they have to purchase goods without VAT. Estimated contract value for the action is less than $1,000,000.00. Contractors who believe they possess the expertise, experience, and have the abilities noted above shall submit a written technical capabilities statement; clearly indicate which areas of the above requirements they can fulfill, whether or not they can fulfill the requirements via GSA schedules, and whether or not they have a mechanism for obtaining VAT exemption. In addition, any small businesses that believe they can accomplish a portion or the entire requirement should indicate their small business status (See FAR Part 19) in their capability statements. Please limit your responses to no more than one page, using Times New Roman 12 pt font or equivalent.
