Description
Network Business Office 22 intends to negotiate a commercial (FAR Part 12) sole source contract with the Carefusion, 3750 Torrey View Court., San Diego, CA 92130 under the authority of FAR 6.302-1.. Only one responsible source and no other supplies or services will satisfy agency requirements. A justification for other than full and open competition is being prepared in support of this acquisition. VA Long Beach Healthcare System, 5901 East Seventh Street Long Beach, CA 90822 has requirement for technical and clinical support for the following Carefusion services: (1) enhancements to the Guardrails Suite MX software when available, (2) annual onsite technical touch, (3) infusion knowledge portal, (4) onsite clinical support, (4) pharmacy consultant and CQI account manager support, (5) Guardrails CQI reporter workshop, (6) webcast training, (7) web-based clinical training, (8) technical phone support, (9) infusion analytics service, (10) server software upgrades, (11) server patch management, (12) server monitoring, (13) server technical telephone support, and (14) server administration under the terms and conditions of a full service contract. The Contractor shall provide technical and clinical support for the Carefusion software and infusion devices, including Guardrails and Alaris Systems Manager. The above authority is cited and justification made based on the determination that the Government's minimum needs can only be satisfied for supplies/services available from one source. This notice of intent is not a request for competitive proposals. Other persons may identify their interest and capability to respond to this requirement by September 29, 2016 by 2:00 PM CST. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the requirement. All interest received on or before September 29, 2016 will be evaluated by the Government. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Information received as a result of the notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitations documents are available and telephone requests will not be honored. Any company that feels they have items that meet the needs of the Government must submit their technical data (2 pages or less) to support their claim. The information must explain the company's ability to overcome propriety CareFusion Software; the services include enhancements where updates can be delivered remotely, technical telephone support, error correction in the software, online access to monthly refresher webcast training, pharmacy and Alaris system data support (calls to clinical infusion data consultants that can assist with interpretation, review and consulting of data), clinical training (on-site training of reinforcement, compliance rounds and/or best infusion practice), on-demand, web-based software tool that will provide retrospective data and finally infusion analytics services providing quarterly analytics accessed from a document delivery site..
