- Attachment 14 Deliverable Check Sheet Attachment 13 Draft RFP Q&A Attachment 12 NDA Attachment 11 Engine Options Attachment 10 Past Performance Questionnaire Attachment 9 Delivery Schedule Attachment 8 CLIN & Step Ladder Pricing Attachment 7 Commercial Data Rights Attachment 6 Non Commercial Data Rights Attachment 5 Past Performance Information Attachment 4 UID Attachment 3 Spares Attachment 1 Specification N00024-16-R-2200 Solicitation Request for Proposal (RFP) For the 11M Rigid Inflatable-Boat (RIB) Production Description: This combined synopsis/solicitation is for the procurement of an estimated sixty two (62) 11 Meter (11m) Rigid Inflatable Hull Boats (RIBs) under an Indefinite Delivery/Indefinite Quantity (IDIQ) Firm Fixed Price contract for the US Navy. The 11m RIB will be built to commercial standards and practices using Government specified requirements and drawings focused on boat compatibility constraints. The acquisition approach will address Total Ownership Cost (TOC) emphasizing commonality with previously acquired 11m RIBs and standardization of equipment throughout the Class to reduce Life Cycle costs. The 11m RIB will be procured utilizing a competitive small business set aside in accordance with Federal Acquisition Regulation (FAR) part 12, Acquisition of Commercial Items. The Government has invested substantial NRE into the 11m RIB design and as such, the Government will provide a Technical Design Package. Please see Section L of the RFP for instructions on how to access the TDP. The Government will award this acquisition to the responsible Offeror whose proposal is determined to offer the best value to the Government, using a Lowest Price Technically Acceptable (LPTA) evaluation process. The base year order is estimated to be seven (7) with an option for nine (9) additional 11m RIBs in the base year as well as subsequent options exercised over four (4) years. The exercise of options will be based on the needs of the Government and funding availability. The Government is not obligated to exercise options.
