- This is a PRESOLICITATION NOTICE for non-commercial service prepared in accordance with FAR Part 15 Contracting by Negotiation procedures. The NAVSUP Fleet Logistics Center, 3985 Cummings Road, San Diego, CA, intends to issue solicitation N00244-16-R-0037 for a Cost Plus Fixed Fee contract for certification of the Navy Drug and Alcohol Counselors to include a supervised one-year internship as mandated by Department of Defense Directive 1010.04 and OPNAVINST 5350.4D. The period of performance will be 27 March 2017 through 26 March 2018 for the base year and will include four options years. The applicable NAICS code is 624190, business size: $11.0 mil. This procurement will be unrestricted. Requirement description as follows: Clinical Preceptorship is a disciplined tutorial process in which a licensed psychologist or master ™s level clinician with specialized drug and alcohol counseling/treatment/supervision expertise and skills is responsible for training and evaluating the performance of Navy drug and alcohol counselor interns and credentialed counselors. Clinical Preceptorship involves case review and either direct (in vivo, one-way mirror, or indirect (audio/video monitoring, E-mail/VTC/ telephone consultation) of counseling sessions. The Clinical Preceptorship program establishes and maintains an individualized program to improve and enhance drug and alcohol counselor skills. Through a hands-on-approach, the clinical preceptor provides feedback and documentation to assist the Navy Drug and Alcohol Counselors to focus on competency standards and ensures quality patient care by competent drug and alcohol counselors. Each of the approximately 350 Navy counselors worldwide are required to receive a minimum of 50 hours of clinical preceptorship annually. Clinical Preceptorship follows a developmental model based on the particular needs of each counselor and includes both insight and skills development. Potential contractors are hereby notified that the solicitation and subsequent amendments to the solicitation will ONLY be available for download at the above site; this office will no longer issue hard copy solicitations. By submitting an offer, the vendor is self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Failure to do so may represent grounds for refusing to accept the offer. By submission of an offer, the contractor acknowledges the requirement that a prospective awardee must be registered in the System for Award Management (SAM) database prior to award, during performance, and through final payment of any contract resulting from this solicitation.
