Description
This notice is for Solicitation Number VA242-17-R-0002 - Project Number 620-15-104 Building 30 Roof Replacement at VA Hudson Valley Health Care System, FDR Montrose Campus, 2094 Albany Post Road Montrose, New York 10548-1454. This shall be a Service Disabled Veteran Owned Small Business Set-Aside (SDVOSB). As a result, all SDVOSB's may submit a bid, which will be considered by the agency. This project is classified under NAICS Code 236220, and has a size standard of $36.5 Million. The cost estimate range for this project is $1,000,000.00 to $2,000,000.00. Scope of Work: The Contractor shall furnish materials, equipment, personnel and supervision in order to accomplish the work as described in the contract drawings, specifications specified herein for Project Number 620-15-104 New Roof & Tuckpoint and Seal Coat, Building 30 at the Montrose Campus of the Hudson Valley Health Care System. Work shall comply with VA Specifications and regulations, all applicable Federal, State and Local codes including specific regulations related to working at the VA Medical Center at Montrose. Contractor shall provide temporary partitions per the Phasing & Demolition Plans, all air exhaust, filtration, and other means as required by Infection Control Risk Assessment. Contractor shall be responsible to complete the work within the contractual period of performance, and within the work hours as defined in the contract. Contractor shall be responsible to plan and develop activities, phasing and project scheduling per proposed Phasing Plans. In addition to meeting these requirements, all work shall be done on weekdays (or during W.H.E.N. hours where indicated in/on the project documents), work progress must be phased and scheduled such that all work started is completed during a weekday time allowance and ensure full access to building at all times for facility's fire protection requirements. ITEM 1 - Base Bid (Entire Scope of Work) Contractor shall completely prepare site for building operations, including demolition and removal of existing equipment, structures, replacement of the existing building roof system, including but not limited to the following: lead and asbestos abatement requirements; removal of existing roof system; concrete deck repair; sealing of penetrations; installation of new roofing system and drains; replacement of broken vent and rain caps; roof doors and frames; repair of roof access steps and ladders; stone capping; parapet wall and flashing; removal of equipment base supports (HVAC, Antenna, Satellite dishes); mounting of two (2) existing satellite dishes to penthouse wall; curb flashings and cants; and replace existing lightning protection/grounding system at VA Hudson Valley Health Care System, Montrose, New York as required by drawings and specifications. Provide unit rates in base bid for the following items: 1.Provide a unit rate for replacement per coping stone in base bid. 2.Provide a unit rate for replacement per scupper in base bid. 3.Provide a unit rate for replacement of 4'-0" long steel lintel over a window or door in base bid. 4.Provide a unit rate for seal coating per square foot in base bid. 5.Provide a unit rate for brick replacement per square foot in base bid. 6.Provide a unit rate "Linear Foot" price for any additional or reduction of top and bottom roof slab crack repair in base bid. 7.Provide a unit rate to descale and reline ten (10) storm pipe drains as specified on plans in base bid. Total Base Bid Amount $__________________________ The Contract Time period of performance for Base Bid (Item 1) construction will be 205 calendar days from Notice to Proceed (NTP) which includes 30 days for contractor closeout. PROJECT MAY HAVE UP TO A 6 MONTHS DELAY TO ISSUE NTP. During the first 30 calendar days, critical project submittals must be submitted for review and acceptance by the V.A. (up to 30 calendar days) after which site work shall commence. Non-critical submittals must be submitted for review and acceptance by the V.A. within the first 60 calendar days. Project Completion: 205 Calendar Days All other details and information shall be contained in the solicitation which shall be posted on www.fbo.gov. The solicitation will be released on or about November 30, 2016. The response submittal address, date and time will be included in the solicitation. This project requires bonding and all responses/submissions shall be in hardcopies; faxed or e-mailed bids will not be accepted. All prospective bidders must be currently registered in www.sam.gov, www.experian.com,and be registered and verified as a SDVOSB in www.vip.vetbiz.gov at the time of offer submission and before award of this procurement.
