Per FAR 5.201, the Naval Air Systems Command (NAVAIR) (AIR-2.4.4.2) hereby notifies industry that PMA-263, Navy and Marine Corps Small Tactical Unmanned Air Systems Program Office, intends to conduct a full and open competition in accordance with the requirements stated in FAR Part 15, for the best value procurement of Unmanned Air System (UAS) Intelligence, Surveillance, and Reconnaissance (ISR) services. NAVAIR anticipates awarding multiple indefinite delivery/indefinite quantity (IDIQ) contracts with the period of performance estimated at five (5) years. Tasks performed under this service contract will require contract operators to have a secret clearance and provide 24/7 ISR services, which require the contractor to conduct all planning, coordination, certification, installation, pre-deployment, deployment, logistics, maintenance, flying, and post-deployment efforts necessary to successfully conduct worldwide ship-based and/or land-based missions. These missions will be executed in combat zones supporting combat operations OCONUS, as well as non-combat operations CONUS. Offerors are expected to provide imagery services using non-developmental contractor-owned and contractor-operated unmanned aircraft systems. It is anticipated that the offeror would be able to support multiple simultaneous task orders within one procurement year with contractor personnel supporting DOD and Other Government Agencies (OGA) requirements. Following contract award, the contractor shall be expected to deploy to land and/or ship based missions within 90 days. This is a follow-on service effort that is currently satisfied by a competitively awarded multiple award contract (MAC), IDIQ. A draft RFP is posted to seek industry feedback prior to finalizing the RFP. The Performance Based Work Statements (PBWS) are marked with Distribution Statement D which limits distribution of the document to United States (US) Department of Defense (DOD) and US DOD contractors. The PBWS documents may NOT be distributed to foreign contractors/foreign nationals. As a result of this constraint, the PBWS documents will be made available to DOD Contractors through the AMRDEC Website. In order to gain access to the PBWS documents, please provide Cage Code and e-mail address to Ms. Jennifer Alvey of NAVAIR Contracts at jennifer.alvey@navy.mil and Mr. Greg Linsky of NAVAIR Contracts at greg.linsky@navy.mil. Once Ms. Alvey or Mr. Linsky verifies the Cage Code, an e-mail will be issued to you providing the AMRDEC link and a unique password to be used to download the PBWS documents. Once the PBWS documents have been downloaded, the password will expire. REQUESTS FOR THE PBWS DOCUMENTS BY TELEPHONE WILL NOT BE ACCEPTED. Offerors are invited to review the draft RFP, including providing questions and comments to the draft RFP. To the maximum extent practical, offerors are requested to email questions and comments in advance to the Contracting Officer by noon on Friday, 14 October 2016 so that issues can be addressed during the Pre-Solicitation Conference. No oral questions will be taken prior to the Pre-Solicitation Conference. All questions, both written in advance and written and oral during the Pre-Solicitation Conference will be consolidated into a master questions and answers list will be published with the draft RFP by 26 October 2016. The anticipated final RFP release is 10 November 2016. Proposals will be due 45 days after release of the final RFP. Contract Award is anticipated in April 2017 based on initial offers. The solicitation schedule is subject to change and the dates provided are for awareness only. The Pre-Solicitation Conference will be held at Avian LLC, 22111 Three Notch Road, Lexington Park, Maryland on 21 October 2016 from 7:30am to 3:00pm. To register for the Pre-Solicitation Conference, email the Contract Specialist, Jennifer Alvey at jennifer.alvey@navy.mil. Registrants shall include business name, Cage Code, address, attendee's full name (limited to five persons including subcontractors), and a point of contact phone number and email. REGISTRATION BY TELEPHONE WILL NOT BE ACCEPTED. All attendees are requested to register with the Contract Specialist by noon on Friday, 14 October 2016. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. There are no commitments by the Government to issue any solicitations, make an award, or to be responsible for any monies expended by any interested parties before award of a contract and /or delivery order for the effort mentioned above. Information provided herein is subject to change and in no way binds the Government to solicit for or award a contract. The Government will NOT assume any liability for costs incurred by an offeror for travel expenses, presentations, marketing efforts or corporate data offered for examination. This is an unclassified meeting. All information to be discussed must be unclassified. All information provided by or discussed by the Offerors must not be Contractor Proprietary or Business Sensitive Information. Any information or ideas shared during the Pre-Solicitation Conference may potentially be incorporated into, or considered in development of, the solicitation for UAS/ISR services.
